SUBJECT: GREEN VALLEY MA!XER PLAN LAND USE PROPOSAL
As you are aware, the Green Valley Master Plan has been submitted for review. A major
component of the plan is the proposal of a "Subregional commercial center of up to
600,000 square feet.
We do not have a staff approved definition of "subregional" at this time. However, for
starters, the applicant's definition of this category of commercial is as follows:
I' Uses permitted are generally described as retail, wholesale, and service businesses
catering directly to the consumer. Uses may include, but are not limited to, dry goods
stores; hardware stores; clothing stores; furniture and appliance stores; home improvement
stores; electronic equipment stores; sporting goods stores; grocery stores; pharmacies;
financial institutions; book and stationary stores; specialty stores; restaurants; and drive-
through facilities."
The current General Plan commercial designation for the site is Community Commercial.
I spoke with Dee about this at one time and we felt that the proposed hbregionall' use
was an intensification of the commercial designation and should be considered as a General
Plan Amendment.
It is my intention to allow the Environmental Impact Report to evaluate the project as
proposed. I also expect the traffic analysis to be the critical element which determines
project viability and our support/non-support of the land use change.
