RE: GREEN VALLEY MASTER PLAN EIR
Dear Christer:
I have received a copy of the letter sent to you by Alcina Crull of the City of Encinitas in response to the Notice of Preparation for the Green Valley EIR. The majority of the City's concerns as outlined in Alcina's letter will be addressed in the EIR in accordance with our scope of work. However, item #3, regarding "...the economic viability of having two commercial projects of a
similar scale, together totalling over one million square feet, immediately adjacent to one another", is not an issue planned for discussion or analysis in the EIR.
This issue of potential economic impact was also the subject of a comment sheet filled out by Karen Sherman (copy attached) at the scoping meeting for this project on March 31, 1993. Please review these comments and, if you think it is warranted, consider the addition of a socioeconomic impact study for inclusion in the EIR. We have worked previously with socioeconomic issues on numerous projects and could get a scope and cost proposal to you on short notice. Please let me know if you would like us to do so.
