December I 7, 2 012 1.0 INTRODUCTION Urban Systems Associates, Inc. (USAI) was retained to evaluate possible traffic impacts from the construction of 48,000 square feet of medical office and the conversion of 48,000 square feet of existing office in the City of Carlsbad. Figure 1-1 shows the project location. Figure 1-2 shows the project study area intersections and street segments The project consists of coverting 48,000 square feet of an existing building and constructing a new 48,000 square foot medical office building. In order to evaluate possible project traffic impacts, Existing, Existing Plus Project, Plus Other Projects and Year 2030 Conditions were evaluated. Near Term and year 2030 traffic volumes were estimated using the San Diego Area of Governments (SANDAG) Combined North County Transportation Model, Carlsbad Sub-area, for assumed built-out in Year 2030. December 17, 2012 2.1 REGIONAL CONGESTION MANAGEMENT PROGRAM (CMP) The Congestion Management Program (CMP) guidelines were developed to provide a set of procedures for completing enhanced CEQA review for certain projects. The guidelines, prepared by the San Diego Association of Governments (SANDAG), stipulate that any development project generating 2,400 or more average daily trips or 200 or more peak hour trips must be evaluated in accordance with requirements of the Regional CMP. This project will generate 2,840 new average daily trips, 14 AM and 273 PM peak hour trips. Project traffic generation is above the stated thresholds for both daily and peak traffic therefore, a CMP analysis is required. 2.2 CITY OF CARLSBAD GROWTH MANAGEMENT PROGRAM GUIDELINES The City of Carlsbad Growth Management Program circulation standards allow level of service "D" for street segments and intersections during peak hours and level of service "C" during non-peak hours. This evaluation is based upon this standard of performance. 2.3 COMPUTER TRAVEL FORECASTS Computer travel forecasts are typically used for the analysis of Near Term and Long Term Year 2030 conditions. The forecasts are prepared by the City of Carlsbad and SANDAG. The SANDAG Cities/County Combined North County Year 2030 Transportation Forecast prepared in April 2011 was 003112 2-1 003112-Report _ B Carlsbad Medical Offices Harve Filuk-The Allen Group © Urban Systems Associates, Inc. December 17, 2012 used for evaluation of Year 2030 conditions. Appendix A contains the trip generation, distribution, 2030 forecast and study discussed with City staff as a basis for scoping this study. 2.4 INTERSECTION LEVEL OF SERVICE LOS PROCEDURES To determine Existing, and Existing Plus Project intersection peak hour Levels of Service (LOS), the Intersection Capacity Utilization (ICU) method was used. That method was used for the existing conditions evaluation in the latest (Year 2012) City of Carlsbad Growth Management Program Traffic Monitoring Report and is used in the City of Carlsbad Growth Management Program. The Near Term cumulative and Long Term Year 2030 intersection peak hour levels of service were evaluated using Highway Capacity Manual computer software methodology. 2.5 DETERMINATION OF SIGNIFICANT IMPACTS At roadway segments, the threshold of significance is an allowable increase in volume to capacity ratio during the peak hours so that a level of service "D" is not exceeded as included in the City of Carlsbad Growth Management Program Circulation Performance Standards. At intersections, a level of service "D" is acceptable during peak hours, and no significant impact occurs if LOS "D" is maintained, per the City of Carlsbad Growth Management Program Circulation Performance Standards. 003112 2-2 003112-Report_B Carlsbad Medical Offices Harve Filuk-The Allen Group © Urban Systems Associates, Inc. December 17, 2012 3.0 EXISTING CONDITIONS This section of the report evaluates existing average daily traffic (ADT) volumes on study area street segments (between intersections) and at intersections during AM and PM peak hours. Traffic volumes are based on recent daily roadway traffic counts and peak period manual traffic counts at intersections. See appendix B for traffic~ta. The counts were obtained October 25, 2012. (·Jf\'1 ' ) 3.1 STREET SEGMENTS Figure 3-1 shows existing street functional classifications. Figure 3-2 shows existing lane configurations for intersections within the study area. Figure 3-3 shows existing average daily traffic volumes on street segments of Palomar Airport Road, Hidden Valley Road and A viara Parkway within the study area. These volumes were taken from recent traffic counts conducted by Transportation Studies, Inc. in October 25, 2012. Palomar Airport Road is classified as a six (6) lane Prime Arterial, Hidden Valley Road a two lane collector and Aviara Parkway a four (4)/ five (5) lane major. Bike lanes exist on both sides of the roadway and parking is prohibited. The posted speed limit is 55 mph. Table 3-1 includes existing street segment levels of service based on the highest peak hour flow per lane, taken from intersection peak hour traffic counts, and a per lane capacity of 1,800 VPHPL. The volumes were taken from recent counts conducted by Transportation Studies, Inc. on October 25, 2012. Table 3-2 includes the results of the intersection level of service evaluation for existing conditions. The study area intersections are shown to be operating at acceptable levels of service ("D" or better LOS) for existing conditions. December 17, 2012 Table 4-1 shows the vehicle trip generation expected from the Carlsbad Medical Office Project. As shown in this table, the expected* average daily traffic (ADT) volume is 2840 ADT, with 14 vehicles per hour in the AM peak hour (17 VPH inbound, + 30 VPH outbound) and 273 vehicles per hour in the PM peak hour (I 07 VPH inboun~~H outbound). The existing uses are shown in the top portion of Table 4-1. For the purposes of this study, and based on consultation with City staff, only the net new trips were used for this analysis. 4.2 PROJECT TRIP DISTRIBUTION Figure 4-2 shows project only directional distribution percentages of project traffic onto the adjacent roadway system. Figure 5-2 shows project only AM and PM peak hour volumes added to existing peak hour volumes at study area intersections. Table 5-1 summarizes street segment levels of service using the peak hour flow per lane on each segment between intersections. As shown in this table, all segments evaluated are expected to operate acceptably at LOS "D" or better, with project traffic added. Therefore, project direct impacts to street segments within the study area for this condition are considered to be less than significant. December 17, 2012 Other projects as shown and listed in Appendix D were considered for this evaluation. Of the seventeen projects considered, five projects were found to contribute traffic to street segments and intersections within the study area for this project. Figure 6-1 summarizes the other project daily and intersection AM I PM peak traffic that was included in this analysis and as discussed in the following sections of this report. Other approved and pending projects considered for this analysis are included in Appendix D. 6.2 STREET SEGMENTS Figure 6-2 shows near term cumulative average daily traffic volumes, without project traffic. Figure 6-3 shows near term cumulative average daily traffic volumes, with project traffic. Tables 6-1 and 6-2 summarizes street segment levels of service using the peak hour flow per lane on each segment between intersections for both the without and with project conditions. As shown in these tables, all segments evaluated for the Near-Term are expected to operate acceptably at LOS "A". LOS "D" or better is acceptable when project traffic is included.
