But the City has erred in agreeing to allow a new fossil fuel power plant with a smaller footprint: North County Advocates · urges the Planning Commission to either discard the proposed CECP changes or to change the CECP amendment to not allow fossil fuels. Instead the amendment should only allow renewable energy. . . North County Advocates is opposed 1:o any new fossil fuel power plants. Fossil fuel plants are major contributors to global warming. This plant will last for decades. In just the last few year8, Soiar Photovoltaic (PV) prices have dropped dramatically and all indications are that this will continue; 1 Carlsbad should not be locking in last · .· .··century's dirty pf.)lluting power plant technology. Instead Carlsbad should only approve power systems that are geared for the. future -clean, local renewable energy. · North County Advocates support projects that are environmentally responsible and do not increase GHG emissions (e.g., the 750 kW Parking Lot PV mstallationat Alga Norte Park). We cannot support the propdsed amendment · ·because it makes false and misleading _claims:that the CECP will be environmentally friendly, will reduce GHG emissions, will be more efficient, and will significantly reduce or eliminate ocean water cooling. · . Natural GaS is mainly composed of ·. methane. Methane is over 20 .times more potent thrui carbon dioxide as a Greenhouse Gas (GHG). Recent studies have shown that leaks from natural gas operations are much greater than previously thought. 2 · · . · . . . · .Peaker Plants are not the most efficient types of plants. Besides renewable energy, there are many fossil fuel _ power systems 1:hat pollute far less GHG because they are much more efficient. The higher the efficiency, the more power you get forthe same amount of fuel. Peakerplants are only about 35 ~40% efficient. Combined cycle plants are about 60% efficient. Cogeneration and Combined Heat and Power Plants can be 70 .:_ 80% efficient. This means 1:hat a CHP plant will bum half the fuel and emit half of the GHG gases when compared to a peaker plant, on an energy generated basis. · . Peaker fossil fuel plants generate much more GHG than other alternatives. Natural Gas does reduce GHG emission when compared to coal. But coal is no longer allowed to be burned in the state of California, so that is not a valid comparison. As noted previously, recent studies have shown 1:hat natural gas leaks are much greater than previously thought.
