PAGE 2 OF 2 Form 16 PROJECT DESCRIPTION/EXPLANATION PROJECT NAME: RANCHO SANTA FE ROAD NORTH, PHASES1 8 2 APPLICANT NAME: CITY OF CARLSBAD. PW - ENGINEERING Please describe fully the proposed project by application type. Include any details necessary to adequately explain the scope and/or operation of the proposed project. You may also include any background information and supporting statements regarding the reason for, or appropriateness of, the application. Use an addendum sheet if necessary. Description/Explanation: Application for a Hillside Development Permit (HDP) for Rancho Santa Fe Road North Realignment and Widening Project. Rancho Santa Fe Road North is shown on the City of Carlsbad General Plan Circulation Element as a Prime Arterial roadway. The project extends from La Costa Ave northerly to Melrose Drive a distance of approximately 2.25 miles. The project will grade the full road right-of-way of 126 feet and construct four of the ultimate 6 travel lanes. The adjacent landowners will construct the remaining two travel lanes, parkway and median improvements as their property develops. An Environmental Impact Report (EIR 91-1) for the Rancho Santa Fe Road Realignment and Mass Grading was approved by City Council on June 2, 1992 . An Addendum to the EIR was approved by City Council on April 25, 2000. The Habitat Conservation Plan (HCP), which includes a lO(a) permit from the U. S. Department of Fish & Wildlife, was approved by the City of Carlsbad on June 7, 1995. The project has obtained the following additional permits: 0 U. S. Army Corps of Engineers Nationwide Permit (404) 0 Regional Water Quality Control Board Section 401 Water Quality Certification 0 California Department of Fish & Game Streambed Alteration Agreement (1601) The alignment for Rancho Santa Fe Road North is consistent with that shown on the Villages of La Costa (VLC) Tentative Map, CT 99-04. Where possible the grading of the proposed slopes along the realigned roadway was developed in cooperation with VLC to be consistent with the slopes shown on CT 99-04. As the road is designed as a stand-alone project, it is not possible to completely conform all of the slopes to those shown for CT 99-04. Due to the road project being partially financed by federal fbnding, the roadway project is constrained by a previously determined Area of Potential Effect (APE) line that limits the ability to vary the slope ratios in some areas. The road project includes fill slopes up to 85 feet high and cut slopes up to 60 feet high. The large fill area, located in the area of VLC Oaks South development, will be filled against by VLC. This will have the effect of reducing the height of the exposed fill slope to that approved on CT 99-04. VLC will be providing landscaping on the exposed slopes as provided for in their approvals. The large cut slope area is located within the boundaries of the HCP. In order to preserve habitat in the HCP area the cut slopes will run at a continuous 2: 1 slope ratio. Page 1 of 2 The estimated grading quantity for the road project is 884,000 CY of excavation. The project covers approximately 11 5 acres. This results in a figure of 7,687 CY/Acre for the project as follows: 884,000 CY / 115 Acres = 7,687 CY/Acres This places the project in the “Acceptable” range for relative sensitivity of hillside grading volume. An Environmental Impact Assessment Form is not submitted with this application as an Environmental Impact Report (EIR 91-1) was previously approved for the project as mentioned above.
