SUBJECT: HDP 02-03 - SACADA II
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your request for construction of a duplex on a hillside at 2416 Sacada Circle,
application no. HDP 02-03, as to its completeness for processing.
All of the items requested of you earlier have not been received and therefore your
application is still deemed incomplete. Listed below are the item(s1 still needed in order to
deem your application as complete. This list of items must be submitted directly to your
staff planner by appointment. All list items must be submitted simultaneously and a copy
of this list must be included with your submittals, including five (5) sets of plans. No
processing of your application can occur until the application is determined to be complete.
When all required materials are submitted the City has 30 days to make a determination of
completeness. If the application is determined to be complete, processing for a decision
on the application will be initiated. In addition, please note that you have six months from
the date the application was initially filed, February 26, 2002, to either resubmit the
application or submit the required information. Failure to resubmit the application or to
submit the materials necessary to determine your application complete shall be deemed to
constitute withdrawal of the application. If an application is withdrawn or deemed
withdrawn, a new application must be submitted.

Engineering:
1. Provide a preliminary soils investigation that addresses soils related issues with
respect to the proposed project. The report should also identify any anticipated
remedial earthwork.
ISSUES OF CONCERN
Planning:
1. It seems that your design does not comply with guideline 3 of the Architectural Design
Guidelines. Your letter states that a single story building edge is provided in the front with a
separate roof plane that is 8 feet lower than the upper story, however the upper roof on the
garage, is only 2' lower than the upper story and does not provide a single story building
edge.

Add a typical cross-section along the westerly property line where the proposed
retaining wall was added. The typical cross-section should demonstrate that
construction of the retaining wall will be performed onsite and will not affect the adjacent
westerly property. If work will be performed on the adjacent property, a letter of
permission from the property owner will be required.
A redlined check print is enclosed for the applicants use in making the requested revisions.
This check print must be returned with the plan revisions to facilitate continued staff
review.
