SUBJECT: HDP 02-03 - SACADA II
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your request for construction of a duplex on a hillside at 2416 Sacada Circle,
application no. HDP 02-03, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must be
submitted directly to your staff planner by appointment. All list items must be submitted
simultaneously and a copy of this list must be included with your submittals. No processing of
your application can occur until the application is determined to be complete. The second list
is issues of concern to staff. When all required materials are submitted the City has 30 days to
make a determination of completeness. If the application is determined to be complete,
processing for a decision on the application will be initiated. In addition, please note that you
have six months from the date the application was initially filed, February 26, 2002, to either
resubmit the application or submit the required information. Failure to resubmit the application
or to submit the materials necessary to determine your application complete shall be deemed to
constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn,
a new application must be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
NO. HDP 02-03
Planning:
1. Provide information on total building area/ covered area to determine the lot coverage.
According to the Zoning Ordinance, in R-2 zones buildings shall not cover more than
50% of the area of a lot.
2. Provide information on total volume of grading needed to complete the project; not just
the grading that will be done outside the building envelope.
3. On elevations, depict the existing grade along with the proposed finished grade and
dimension height of the building from existing grade, not the proposed finished grade.
According to the Zoning Ordinance, the height of the buildings shall be measured from
the more restrictive of finished or existing grade. The building height shall comply with
height restrictions as contained in Section 21.1 2.020 (height restrictions in R-2 zone)
of the Zoning Ordinance.
Engineering:
1. Include general project information (e.g.: developers name, address, zoning, water
demands, agencies, etc.). Refer the redline set for more information.
2. Add a vicinity map to the site plan.
3. Provide a legend identifying symbols for existing and proposed items.
4. Provide a preliminary soils investigation that addresses soils related issues with respect
to the proposed project. The report should also identify any anticipated remedial
earthwork.
Fire Department:
1. Submit a Fire Suppression Plan for approval by the Fire Chief. The Plan shall be
prepared in conformance with the policies and requirements contained in the
Landscape Manual of City of Carlsbad, attached to this letter.
ISSUES OF CONCERN
Planning:
This application is reviewed for its compliance with R-2 Zone Regulations, Hillside
Development Regulations and Architectural Design Guidelines.
1. The City‘s Hillside Development Regulations state that natural slopes of over forty
percent gradient shall be undevelopable. The subject site does contain slopes of over
forty percent gradient and certain portions of the proposed duplex is shown
encroaching in the undevelopable area of forty percent slope. Staff recommends that
you revise your site plans and design the project in accordance with this regulation.

2. There needs to be a clear area of 20'x 20' in each garage for car parking. On your site
plans, garages are shown as 20'-4"x 23'"'' however the four feet wide steps leading
down to the main entry are encroaching within the required 20'x20' area for the
garage.
3. The proposed project also needs to comply with the Neighborhood Architectural Design
Guidelines, contained in City Council's Policy No. 44 (copy attached). The project shall
comply with guidelines 4,5,7,13 and 14 and one guideline from numbers 1 through 3.
Also as stated in procedure, please provide documentation to demonstrate compliance
with the policy.
Engineering:
1. Revise the location of the sewer laterals so they are constructed perpendicular to the
centerline of the road.
2. Relocate the water meter outside the driveway. Refer to the redlines for clarification
on this.
3. Provide slopes on the driveway.
4. Revise the site plan to callout the correct street name.
5. Remove the callout for grouting rip-rap. Properly sized rip-rap has been much more
successful at dissipating storm runoff. Refer to redline.
6. A redlined check print is enclosed for the applicants use in making the requested
revisions. This check print must be returned with the plan revisions to facilitate
continued staff review.
