SUBJECT: PCD 01-02 - TAVELMAN RESIDENCE
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning Department
has reviewed your Planning Commission Determination Permit, application no. PCD 01-02 -
Tavelman Residence, as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must be
submitted directly to your staff planner by appointment. All list items must be submitted
simultaneously and a copy of this list must be included with your submittals. No processing of
your application can occur until the application is determined to be complete. The second list
is issues of concern to staff. When all required materials are submitted the City has 30 days to
make a determination of completeness. If the application is determined to be complete,
processing for a decision on the application will be initiated. In addition, please note that you
have six months from the date the application was initially filed, June 7, 2001, to either
resubmit the application or submit the required information. Failure to resubmit the application
or to submit the materials necessary to determine your application complete shall be deemed to
constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn,
a new application must be submitted.

Planning:
1. Please submit a soils report.
2. The data shown on the site plan in adequate to determine if the proposed project is in
conformance with the City's Hillside Development Regulations. Please provide a
Constraints Map with your next submittal. A slope analysis and slope profile(s) should
be illustrated on the Constraints Map. Please refer to Chapter 21.95.1 10 for mapping
procedures. Also, identify the slopes as Manufactured or Natural on the Constraints
Map.
Engineering:
1. Please provide a preliminary soils report.
ISSUES OF CONCERN
Planning:
1. Per the City's Hillside Development Regulations, manufactured slopes with a gradient of
greater than forty percent are not developable. Please review Chapter 21.95.1 20 for
Hillside Development and Design Standards. A copy of the Hillside Development
Regulations is provided for your convenience.
2. Wall heights in excess of six feet are not supported by staff and would require the
processing of a Variance. Please redesign the walls before next submittal. NOTE:
Please be advised that Engineering has stricter requirements regarding wall heights, see
item #3 below.
Engineering:
1. On the site plan:
A. Provide a minimum of three cross sectional profiles to give an overall
representation of the grading involved;
B. Provide property line bearings and distances;
C. Provide a north arrow;
D. Provide a summary table giving pertinent data such as property address,
assessors parcel number, legal property description, and property owner address
and phone number.

3. The property is defined as a residential infill lot and is subject to the City's infill
regulations. These regulations permit fill up to three feet. Fill three to ten feet in height
and over 100 cubic yards of grading must be justified in writing and is subject to the
City Engineer's approval. The amount of grading proposed and eight feet of fill for
establishing a level yard or tennis court is not justifiable. In addition, retaining walls
over three feet in height located within ten feet of a property line are to be avoided.
Therefore, redesign the grading to comply with these standards.
4. Show, in detail, how surface drainage will flow and where infiltrated drainage behind
the retaining wall will discharge.
5. In accordance with California Regional Water Quality Control Board Order No. 2001-01,
provide measures which reduce the post-development peak storm water runoff rates
and velocities to maintain or reduce pre-development runoff rates.
