The Planning Department has reviewed your Hillside Development Permit, application no. HDP 02-06 - Tavelman Tennis Court, as to its completeness for processing. The application is complete, as submitted. Although the initial processing of your application may have already begun, the technical acceptance date is acknowledged by the date of this communication. The City may, in the course of processing the application, request that you clarify, amplify, correct, or otherwise, supplement the basic information required for the application. In addition, you should also be aware that various design issues may exist. These issues must be addressed before this application can be scheduled for a hearing. The Planning Department will begin processing your application as of the date of this communication. At this time, the City asks that you provide two complete sets of the development plans so that the project can continue to be reviewed. HDP 02-06 - TAVELMAN TENNIS COURT Planning: None Engineering: None ISSUES OF CONCERN Planning: 1. The maximum wall/fence height combination within a required building setback is six feet. The proposed south wall/fence is located within the side yard setback and exceeds the maximum height limit. Please relocate the wall/fence outside the required setback and make the changes to the site plan and preliminary landscape plan. Engineering: Engineering Department staff has completed a review of the above-referenced project for completeness and engineering issues of concern. All items needed for engineering review are provided for determining the application as complete. Engineering issues which need to be resolved or adequately addressed prior to staff making a determination on the proposed project are as follows: 1. Clearly delineate where the proposed 2:l slope will begin at the southwest corner of the property. Since the slope is already near a 2:l grade, you may want to consider leaving the slope at its current grade. 2. Show direction of drainage between the retaining wall and the tennis court and percent flow. 3. With your next submittal, submit a letter from Leucadia Water District authorizing the proposed grading and/or development near the existing sewer easement located at the southwest corner of the lot. 4. Show where pad drainage at the north end of the property will travel once leaving the pad and install an energy dissipator. 5. Provide flow line elevations and percent flow within the bio-swale. Install an energy dissipator at the terminus of the swale. Also, specify the type of vegetation to be used in the bio-swale and that it will be irrigated. The grading plan references the landscape plan for these details yet the landscape plan does not show the swale. 6. On the north wall tennis court profile on sheet 2, the TW should read 299.3, not 290.3. Please send the attached redlined plan to the applicant and have them return it with their next submittal.
