PROJECT NAME: Poinsettia Avenue access to Carlsbad RAceway, CUP 94-12
APPLICANT NAME: Wimpey Commercial, Inc
Please describe fully the proposed project. Include any details necessary to adequately
explain the scope ar,s/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for, .or
appropriateness of, the application. Use an addendum sheet if necessary.
DescriptionExplanation.
The Carlsbad Raceway takes its existing access via a private easement to
Business Park Drive in Vista close to the intersection with Palomar Airport Road.
The private easement lies across a privately owned parcel of land.
The proposed project will move the entrance to the Raceway from its existing
location to the end of Poinsettia Avenue where it terminates just inside the
eastern property line. Approximately 300' of road will be graded to link the
end of Poinsettia with the internal circulation within the Raceway property.
The proposed project is temporary in nature and is intended to provide access to the
property until such time as the property is developed and/or Poinsettia is
constructed in the site.
The proposed project will allow the orderly development of the parcel located
between Business Park Drive, Poinsettia Avenue, Palomar Airport Road and the
site's easterly boundary which is owned by a third party. The proposed project
will also allow safer, more efficient access to the property via Poinsettia
which has a signalized intersection with Business Park Drive. The present access
is very close to the intersection with Palomar Airport.Road.
The proposed project will not increase traffic or visitors to and from the site,
as no change is proposed in the operation of the Raceway.
