Re: Biological Conditions for the Carlsbad Raceway Access Study
Dear : Michael Grim
This letter is to address the biological conditions present for the relocation of the access road for
the Carlsbad Raceway. On 12-18-95, in the morning, there was a joint meet on the site with
Michael Grim, the land planner from the City of Carlsbad, Brooks Cavanaugh, Jack Adams, the
person representing the raceway and myself. All parties walked the proposed access road from
the layout on the grading plan.
A brief survey of the site was done during the joint meet. At that time, the approximate
centerline of the road was flagged with white flagging the length of the road. The area where
any excess dirt to be removed would be deposited was looked at too. It is located on the
southwest portion of the property. (See the attached grading plans for the locations of the above
described. )
The area to be worked is a plowed field and disturbed land from the Carlsbad Raceway. The
disturbance is from misc. sheds and equipment. The vegetation found is dominated with mustard
grass (Brassica nigra), tree tobacco (Nicotiana glauca), sweet fennel (Foenicuhm vulgare),
coyote bush (Baccharispilularis), thistles, castor bean (Ricnius communis) and mixed non-native
grasses.
There are three constraints which should be complied with.

Absolutely no native vegetation communityshould be harmed. All work needs to be done in
the area known as the plowed field or disturbed mentioned above.
There should not be any earth deposited in such a way on the site in which it would
contribute to the sedimentation or alteration of any natural drainage.
No work should be done in drainages without further studies to determine if they would be
considered a wetland by Army Cor definitions.
If these constraints are complied with there should not be an impact to anything which could be
considered sensitive.
