Re: Cade Tentative Parcel Map Resubmittal
Dear Clyde:
On behalf of Steve Cade, we are resubmitting the Cade Tentative Parcel Map for City review in
accordance with the letter received from the City of Carlsbad Planning Department dated July
17, 1996 (copy enclosed). The purpose of our letter is to clarify and addresss all issues
discussed in said City letter.
We submitted an Engineering Standards Variance to your attention on August 2, 1996. The
variance request is for deletion of sidewalk on Cove Drive and deferring remaining roadway
improvements on Cove Drive. The documents submitted at this time are consistent with the design as requested for variance on August 2,1996.
As recommended by Clty of Carlsbad Plannlng Department, Steve Cade has submitted a
written request to wlthdraw the Planned Unit Development Application for the subject property dated Auguet 0, 1896. The project design has been revised to incorporate a panhandle drive to
eliminate the need for a P.U.D.
We are eubmlttlng a Hillside Development Permit appllcatlon to satisfy City requirements.
Included in the Hllielde Development Permit Application are slope profiles, slope analysis, and prellmlnary landscape plan. The updated Tentative Parcel Map meets the site plan
requirement8 for a Hillside Development Permit.
In reference to the City of Carlsbad Planning Department letter dated July 17, 1996, we are
Y responding to the items outlined in said letter as follows:
Plannina issues
Item 1: The setbacks as specified in City letter are shown on Tentative Parcel Map. The 25'
access easement from the mean high tide line requires further discussion and
clarification from the City of Carlsbad Engineering Department and City Attorney's
Office. Mr. Cade's attorney, Robert Jackson, has been in contact with Rich Rudolf at
the City Attorney's Office and discussed the access easement. Mr. Rudolf indicated
until the City accepts maintenance and liability of said easement, no easement will be
granted. The applicant needs direction from the Engineering Department to clarify
how to proceed with the Tentative Parcel Map and resolve this issue.
Item 2: The panhandle width and length are shown on the Tentative Parcel Map in
conformance with City Standards.
Item 3: The grading quantities are shown on the Tentative Parcel Map to reflect the current
design. In addition, the calculations required by the Hillside Development Ordinance
are included on the Tentative Parcel Map and meet the acceptable sensitivity category
of said ordinance.

Miscellaneous Planninn Items
A. Tennis Court fence location and height is shown on Tentative Parcel Map.
B. Larger specimen trees are specified on the landscape plan east and south of the tennis
court
C. The Biological Survey Report indicates 0.39 acre of coastal sage scrub has been disturbed
and mitigation replacement should be provided at a 1 :1 replacement ratio. The project
provides an opportunity for 0.39 acres of coastal sage scrub replacement along the
southerly and easterly slopes.
Enqineerinn Issues
Item 1 : Panhandle is acceptable.
Item 2: Adams Street improvements have been shown across project frontage to provide a 34’
wide roadway, concrete curb and gutter, asphalt bike lane, and guardrail and
transltions.
Item 9: Existing driveway access from Adams Street to Lot 0 has been relinquished.
Item 4: The Issues pertaining to the exlstlng sewer at the southern portion of the property
have been resolved wlth the Carlsbad Munlcipal Water District as reflected in enclosed Meeting Notes dated July 30,1996.
ltem5: The Cove Drive improvements have been addressed through the Engineering Standards Variance process submitted to the City of Carlsbad on August 2,1996. The
variance request is for the deletion of sidewalk requirement and deferring remaining
roadway improvements.
Item 6: Storm drain improvements along the westerly property line have been shown and require a letter of permission and obtaining a drainage easement from the adjacent
property owner to the west.
