The Planning Department has reviewed your planned unit development, application no. PUD 96- 05, as to its completeness for processing. The application is incomplete, as submitted. Attached are two lists. The first list is information which must be submitted to complete your application. This list of items must be submitted directlv to vour staff Dlanner bv amointment. All list items must be submitted simultaneouslv and a CODV of this list must be included with your submittals. No processing of your application can occur until the application is determined to be complete. The second list is issues of concern to staff. When all required materials are submitted the City has 30 days to make a determination of completeness. If the application is determined to be complete, processing for a decision on the application will be initiated. In addition, please note that you have six months from the date the application was initiallv filed, May 13, 1996, to either resubmit the application or submit the require information. Failure to resubmit the application or to submit the materials necessary to determine your application complete shall be deemed to constitute withdrawal of the application. If an application is withdrawn or deemed withdrawn, a new application must be submitted. PUD 96-05 - CADE SUBDIVISION Planning: 1. This project is subject to the Hillside Development Ordinance in that the parcel contains 15% or greater slopes and the elevation differential across the parcel is greater than 15’. The project therefore requires the submittal of .a Hillside Development Permit. Please find attached the requirements list for the Hillside Development Permit application. The Hillside Development Ordinance includes provisions for structural placement and architecture. 2. Pursuant to Section 21.45.040(6) of the Zoning Ordinance, applications for planned developments on properties designated or zoned for single family development shall be accompanied by a preliminary tentative map. This map shall illustrate how may standard lots conforming to applicable zoning and subdivision standards served by public streets could fit on the site. (See Item 1 under Issues of Concern below.) 3. The Planned development Ordinance requires the submittal of building elevations and floor plans for structures on each lot (see the attached requirements list). Building footprints should be shown on the mapkite plan. 4. The following information must be provided on the mapkite plan: a) Average Daily Traffic generated by project (20 ADT) b) Proposed density c) Existing Zone and General Plan Designation: Zoning - R-1-10,000; General Plan RLM d) Location of all major vegetation (size and type) e) Building Coverage for lots with proposed structures ISSUES OF CONCERN Planning: 1. The project is subject to both the Hillside Development Ordinance and the Agua Hedionda Local Coastal Program segment. Both of these documents include provisions requiring that grading be designed to minimize disturbance to hillsides. The proposed planned unit development appears to require a great deal more grading than is necessary to develop two single family homes on the parcel. In accordance with the Planned Development Ordinance, please provide an alternative plan which shows a standard single family subdivision map with the following: 1) one minimum 10,000 square foot lot providing 75’ of frontage on Adams Street; 2) a minimum 10,000 square foot panhandle lot with 20’ of frontage on Adams necessary for a panhandle access drive; and 3) an open space lot which preserves the coastal sage habitat and includes the proposed recreation area, if feasible. 2. As previously stated, the project is subject to the provisions of the Agua Hedionda Local Coastal Program (LCP) segment which identifies the proposed area as Hedionda Point. For projects located within the Hedionda Point area, the LCP requires lateral access along the shoreline within a 25' wide access easement located landward of the mean high tide line. In addition to the easement, the following design criteria are required for structures proposed .to be located within 100 feet of any access easement: a) All portions of such structures shall be set back from the point nearest the access easement a distance equivalent to twice the height of the structure above finished grade; and b) New development shall provide landscaping adequate to minimize visual intrusion upon public use areas. 3. Adams Street is designated a scenic roadway. The Agua Hedionda LCP requires that development located adjacent to scenic roadways or located between the road and shoreline, shall be regulated as follows: a) No portion of structures shall be permitted to exceed the elevation of the roadway; b) Development shall be designed to step down in height to avoid casting shadows on shoreline areas and to produce a transition between open space and developed areas; and c) Adams Street frontage landscaping shall be in conformance with the Scenic Corridor Guidelines (see attached guidelines). 4. Previous grading has been completed at the proposed location within the southern portion of the site along the lagoon. Is the grading proposed on the tentative parcel map consistent with the grading performed? The existing topography prior to grading should be shown as existing contours and the grading performed as proposed grading. 5. The City's aerial photos indicate that coastal sage scrub habitat existed on the within the area of grading. Please indicate the amount of disturbance and proposed mitigation for the estimated impact as part of the biological analysis.
