SUBJECT: HDP 96-10(A) - CADE HILLSIDE DEVELOPMENT PERMIT AMENDMENT
Thank you for applying for Land Use Permits in the City of Carlsbad. The Planning
Department has reviewed your Hillside Development Permit Amendment, application no.
HDP 96-10(A), as to its completeness for processing.
The application is incomplete, as submitted. Attached are two lists. The first list is
information which must be submitted to complete your application. This list of items must
be submitted directly to your staff planner by appointment. All list items must be
submitted simultaneously and a copy of this list must be included with your submittals. No
processing of your application can occur until the application is determined to be complete.
The second list is issues of concern to staff. When all required materials are submitted the
City has 30 days to make a determination of completeness. If the application is
determined to be complete, processing for a decision on the application will be initiated. In
addition, please note that you have six months from the date the application was initially
filed, December 17, 1998, to either resubmit the application or submit the required
information. Failure to resubmit the application or to submit the materials necessary to
determine your application complete shall be deemed to constitute withdrawal of the
application. If an application is withdrawn or deemed withdrawn, a new application must
be submitted.

LIST OF ITEMS NEEDED
TO COMPLETE THE APPLICATION
NO. HDP 96-10(A)
Planning:
1. All plans submitted must be consistent. Please revise to include boat launch
retaining walls, etc. on all plans submitted.
Engineering:
1. The proposed amendment is unclear from the existing, approved project. Highlight or
redline the proposed changes to the approved version of HDP 96-10.
2. The title block on the HDP Amendment is that of a grading plan with title block from
the City Engineer. Remove the title block and use an appropriate title block for a
discretionary action. (Not an improvement or grading plan title block).
3. The proposed offsite grading and drainage should be accompanied with a letter of
approval or proof of an easement that covers the limits of work.
ISSUES OF CONCERN
Planning:
The proposed grading design has been revised from that approved by the Planning
Director for Hillside Development Permit - HDP 96-10. Please submit evidence,
i.e., the approved Coastal Permit and "stamped" plan exhibits, illustrating that the
revised grading design and the proposed placement of structures is consistent with
the approved Coastal Development Permit. If the proposed revisions are
inconsistent with the plans approved by the Coastal Commission, then an approved
Coastal Permit amendment will be necessary.
Since the Coastal Commission required a 100' structural setback from the flood
plain, please show this structural setback on all plans submitted for review.
Unless the Coastal Commission approved a boat launch at the site, the proposed
boat launch is subject to further environmental review by the City, Army Corp of
Engineers, State Department of Fish and Game, and the Coastal Commission. The
proposed grading plan must be revised to incorporate the boat launch shown on the
site plan and elevation exhibits. Again, the approved Coastal Permit would have to
include the boat launch to ensure that the necessary agency approvals have or are
conditioned to be obtained.
Please show the location and height of all proposed retaining walls and 2:l
manufactured slopes on the site plan. The extent and height of the retaining wall
proposed along the eastern elevation of the residence on Parcel 2 is not clearly
identified. The exhibit required by the Engineering Department for completeness of
this application should identify all areas where a retaining wail, in lieu of a slope,
must be shown.
Engineering:
1. I understand there have been conditions of approval and negotiations that affect the
sewer and encroachment issues as well as the Coastal Commission setback and
buffer requirements. These issues and the resolution of each should be shown on
the amended plan.
2. The proposed boat launching ramp is not in conformance with the tentative parcel
map, or with previous approved projects. Engineering staff cannot support the
proposed use as shown.
Bw 3. The proposed swimming pools need additional information regarding drainage and
slope stability. The emergency over flow condition and fail-safe drainage plan should
be considered and part of this amendment if pools are proposed.
4. NPDES drainage basin or landscaped filter systems should be added to the proposed
roof, yard and pool drains along the western boundary of Parcel 2.
5. I believe the Sewer Department is proposing a new trunk line that should be shown
on this amendment as an updated public improvement. Check with Bill Plummer for
additional information.
Attached are redlined check prints of the project for the applicant's use. The applicant must
return these check prints with the revised plans to assist staff in our continued review.
