PROJECT DESCRIPTION/EXPLANATION
PROJECT NAME: Tallman ProDertv
APPLICANT NAME: Jeffrev C. Tallman
Please describe fully the proposed project. Include any details necessary to adequately
explain the scope and/or operation of the proposed project. You may also include any
background information and supporting statements regarding the reasons for , or
appropriateness of, the application. Use an addendum sheet if necessary.
Description/Explanation.
This Coastal Development Permit and Hillside Development Permit is being submitted in
conjunction with Adjustment Plat 538 (ADJ - 538) for property north of Las Flores on the
west side of the north end of Pi0 Pico in Zone 1 of northwest Carlsbad.
The applicant owns four separate adjacent parcels (AP No.3 156-350-04, 05, 08 and 09).
The common lines separating parcels 04 and 05 is being adjusted approximately four feet
southerly so that Lots 04 and 05 (re-named parcels B and C) are the same width.
Parcel 08, which is currently anKirregular shaped long parcel, is partially being made into
a standard shape lot fronting on Pi0 Pic0 and is re-named parcel D. The remaining
triangular portion of parcel 08 is being combined with parcel 09 into a large parcel (re-
named parcel A) with the triangular portion set aside as the buildable portion of the lot.
Old parcel 09 which is part of parcel A now is being set aside as open space. New parcels
A, B, C and D are reserving 10 feet adjacent to Pi0 Pic0 for future street dedication. Also,
the.southerly 4.9 feet of parcel D and the triangular shaped portion of parcel A is being
reserved for future street dedication along with a 20 foot radius at the southeast corner of
parcel D.
On parcel A, a new two-story 4,707 sq. ft., four bedroom, four bathroom, three car garage
home is being proposed. In addition, a large first floor deck is proposed on the north edge
of the home that would be over the proposed open space portion of parcel A. An area
adjacent to the new house within the open space area would be kept clear and thinned of
brush per the Carlsbad Landscape Manual "Condition B" for Native Slope Fire Sections.
The applicant has recently thinned the old olive grove north of the proposed house and
will maintain it based on City requirements.
This application includes a Hillside Development Permit in addition to the Coastal
Development Permit. Building plans on parcels B, C and D will require separate Coastal
Development Permits and will be processed later by others.
