Describe the project site as it exists before the project, including information on topography, soil stability, plants and animals, and any cultural, historical or scenic aspects. The Project area generally has flat topography with an elevation of approximately 0 to 64 feet above mean sea level. Soils are Marina loamy coarse sand, 9% to 30% slopes, which is formed in eolian sands derived from mixed sources and is somewhat excessively drained.All grading will be done in accordance with the recommendations and specifications contained in the Preliminary Soil and Geotechnical Investigation,Parcels A,B,C,APN #260-20-03,-04,and -05 prepared by Vinje & Middleton Engineering, Inc. in 1998 and updated November 2013. A total of 40 vascular plant species were recorded during the surveys and seven bird species were detected.Two special-status plant species were identified during the biological reconnaissance survey conducted in November 2013.Both species are California Rare Plant Rank (CRPR)4.2 species, indicating they are watch list species with a limited distribution that are moderately threatened in California.No special-status wildlife species were observed during the general biological reconnaissance survey.The physical characteristics of the site are included in Section 3.0 and information on plants and animals observed are included in Section 4.0 of the Draft Biological Technical Report for the Martin Resident Project prepared by Dudek in 2014 included in this HMP Permit Application. A search from the South Coastal Information Center (SCIC) indicated that there is one cultural resource within the project development footprint. The site (CA-SDI-1370) is a large prehistoric marine shell and artifact scatter.The results of Dudek's intensive pedestrian survey correspond with records search information relating to CA-SDI-13701. Archaeologists identified a light marine shell scatter, debitage, and fire-affected rock within the northern half of the project area.This portion of the site was formally evaluated in 1996 by Gallegos and Associates and was recommended as a non-contributing element to the overall potential eligibility of the site under the California Environmental Quality Act (CEQA). Although a limited subsurface cultural deposit was identified during the evaluation, the deposit was determined to be the result of secondary deposition due to erosion and road construction. Dudek concurs with the previous recommendation that this portion of the site does not meet the required eligibility criteria for listing on the California Register of Historical Resources (CRHR). There is one historic property located within the 0.5 mile search radius but it does not intersect with the project boundary.A paleontological records search performed by Nikki Anderson of the San Diego Natural History Museum (SDNHM) did not identify any paleontological resources in the project area. Cultural and historical aspects of the project site are included in the attached Cultural and Paleontological Resources Survey Reportfor the Martin Residence prepared by Dudek in 2014. No structures currently exist on the site. Photographs of the site are included as Item E of this HMP Permit application submittal. Additional information regarding the project is included in the grading and erosion control plans and the site plan. 33. Agua Hedionda Lagoon is to the south. Adams Street borders the northern edge ofthe property with vacant and undeveloped land beyond that dominated by laurel sumac.Additional detached single family residences occur on either side of the undeveloped lot.There is coastal sage scrub,which is potentially suitable habitat for gnatcatcher, to the west of the project site in vacant and undeveloped land, but it is buffered from the site by a residence.Additional information is provided in the Draft Biological Technical Report for the Martin Resident Project and Cultural and Paleontological Resources Survey Report for the Martin Residence,both prepared by Dudek in 2014 and included as a part of this HMP Permit application submittal.
