HEARWGP ROCEDURES At the time of the public bearing, staff will make a brief oral presentation to the Commission. Immediately following the staff presentation, a representative or representatives from the City of Carlsbad may address the Commission regarding the local coastal program amendment. Upon conclusion of the City’s presentation, interested members of the public and agencies will have an opportunity to address the Codssion and comment on the amendment. The Commission will then close the public hearing; and, since there are preliminary recommendations and findings prepared for the av take final action on the amendment reauest at this Commission, the Cwsion rn .. The Ciry‘s certified Local Coastal Plan contains six geographic segments as folIows: Agua Hedionda, Mello I, Mello II, West Batiquitos LagoodSammis Properties, East Batiquitos Lagoon/Hunt Propertics and Village Redevelopment. Pursuant to Sections 30170(f) and 30171 of the Public Resources Code, the Coastal Commission prepared and approved two portions of the LCP, the Mello I and II segments in 1980 and 1981, respectively. The West Batiquitos Lagood Sds Properties segment was certified in 1985. The East Batiquitos Lagoon/Hunt Properties segment was certified in 1988. The Village Redevelopment Ana LCP was cmified in 1988; the City has been issuing coastal development permits there since that time. On October 21,1997, the City assumed permit jurisdiction and has been issuing coastal development permits for all of its segments except Agua Hedionda. The Agua Hedionda Lagoon LO segment remains as a deferred certification area until an implementation plan is certified, The subject amendment request affects the LW’s Me110 II segment. 09/27/2001 10: 02 7604382443 Important Public Hearing Notice Page 2 HOFMAN PLANNING - PAGE 03 Thc subject amendment changes the LCP implementation plan by rezoning a 5.0-acre site (Tabata) from Limited Control (L-C> to One Family Residential with a Qualified Development Overlay (R-1-7, 500-4). The luneadment is associated with a specific pmjjcct proposal which has been approved by the City to develop a 16-lot subdivision on the site. The development site is located on the cast side of Black Rail Road, south of Poinsartfa Lane and north of Aviara Parkway. The site is.bardered by approved subdivision of Hadley Place to the north, to the cast by Cabela Place, to the south by vacant agriculturat land, and Black Rail Road to the cast. Vehicular access is hm Black Rail Road and Cabela Place. v.
