HomeMy WebLinkAboutLCPA 00-04; Tabata; Local Coastal Program Amendment (LCPA) (8),- Hofman Planning Associates Planning Project Management Fiscal Analysis August 30,2001 Sherilyn Sarb California Coastal Commission 7575 Metropolitan Drive, Suite 103 San Diego, CA 92 108 SUBJECT: Tabata Zone Change (LCP Amendment No. 1-2001) Dear Sherilyn: We have reviewed your August 27, 2001 letter to the City of Carlsbad regarding the re- zoning of Limited Control (L-C) properties. We understand your concerns regarding Linkage F of the City's draft Habitat Management Plan (HMP) and the Coastal Commission's desire to ensure the L-C zoned properties are developed in a manner that will not fragment this wildlife movement corridor. However, the Tabata property (CT 00-1 3) is surrounded on three sides by residential development and roads that would preclude wildlife movements through the property to the Core Areas of the draft HMP as indicated by the blue lines on the attached portion of draft HMP Figure 28 (Exhibit "A"). Therefore, due to surrounding development, the Tabata property could not provide a logical link to Core Areas of the draft HMP and is of no value as a linkage between HMP Core Areas 4,6 and 8 (shown on Exhibit "B"). Furthermore, as we have discussed with Keri Akers of your office, the property has been used extensively for agricultural purposes and does not contain valuable habitat. It appears from HMP Figure 28 that the most logical linkage between Core Areas 4 and 6 would be located just east of the Tabata project as we have marked on Exhibit "A". As evidenced by Exhibit "A", due to development to the north, east and west of the Tabata project, this property could not provide a link between any of the HMP Core Areas. Black Rail Road (existing) provides access to the site and adequate public services are available to serve the site, due in part to the fact that the site is surrounded by properties that are either developed, under construction, or that have an approved Final Map. The Tabata project site will require minimal alteration to existing topography, and the lots and homes will be similar in size to the homes being constructed immediately to the north of 5900 Pasteur Court Suite 150 Carlsbad CA 92008 (760) 438-1465 Fax: (760) 438-2443 Tabata. Due to the surrounding topography, homes in the Tabata project would not impact any views. Based on the information provided in this letter and attached exhibits we believe that the approval of the Tabata Zone Change, LCPA No. 1-2001, will have no impact on the creation of a link between any of the HMP Core Areas, nor will it conflict with any applicable Coastal Commission Policies. Therefore, we respectfully request that this project be scheduled for the next available Coastal Commission hearing with a recommendation for approval.
