RE: CITY OF CARLSBAD - LCPA #1-2002 - CARLSBAD PROMENADE
Dear Ms. Akers:
Please find below the responses to the Commissions letter dated March 1 1 , 2002.
1. Not applicable - Planned Development Ordinance
2. Please see attached comment letter from the State Clearing House regarding the lack of
comments received during the notice period. Various meetings were held with the resource
agencies regarding the projects impacts to natural resources, which were eliminated through
project design. Only one other party spoke at both Planning Commission and City Council
and that was Alan Rock, representative for Cherry Tree Walk to the north of the project.
Their concern was for car headlights shining into their project from the roadway. The project
was conditioned at City Council to add a low wall along the entry to block the headlights.
Please find attached two copies of the Biological Resources Assessment for Carlsbad
Promenade. Also attached is the site plan and slope analysis for the project as requested.

4. Please refer to the staff report contained in the original application for a discussion on the
projects consistency with the draft Habitat Management Plan.
5. Also please find attached signed copies of the City of Carlsbad City Council resolution
approving the LCPA and Ordinance approving the Zone Change.
