Accordingly, this Local Coastal Program Amendment is necessary to ensure consistency between its proposed amended Zoning Ordinance and its Local Coastal Program. This specific Zone Code Amendment is as follows: An amendment to repeal and reenact the City’s Planned Development Ordinance (Chapter 21.45 of the Carlsbad Municipal Code) to: (1) create a user friendly document which provides clear and detailed development standards and procedures for the development of small lot single family and duplexhultiple family ownership dwelling units, (2) addbevise development standards (i.e.; minimum lot size, lot coverage and setbacks) to ensure that dwelling units are in better scale and proportion with residential lot sizes and (3) incorporate additional residential design standards which will foster the development of more livable neighborhoods (which include homes that are designed for their residents instead of their cars, pedestrian friendly streets and community commons).
