Community Facilities)
Dear Mr. Munoz:
The above-referenced LCP amendment was submitted to this office on September 10,
2001. It consists of amendments to the certified land use plan and implementation
program. The amendment submittal is incomplete, and several items must be submitted
regarding the proposed Community Facilities changes before the amendment request can
be filed and scheduled for Commission action.

Land Use Plan policy language for each LCP segment regarding the proposed
new Community Facility Land Use Designation.
The submitted Conditional Use ordinance indicates some local changes were
made to the ordinance subsequent to the Coastal Commission’s certification of
the Carlsbad Zoning Ordinance and without Commission approval (Le.,
21.42.010(2)(D), 21.42.010(2)(G), 21.42.010(2)(2). These changes should be
submitted with this amendment for Commission review and approval. Please
provide three strikeoutlunderline copies of those uncertified changes.
The submittal involves an amendment to both the land use and implementation plans of
the certified LCP; the amendment is a “Major” amendment. When all required
information is received, reviewed by staff and found to be adequate to analyze the
amendment, the Coastal Commission has 90 days to review a combined land use plan and
implementation plan amendment. Please call me if you have any questions.
