LCPA BATCH #1- 2004: INCOMPLETE ITEMS PER COASTAL STAFF REVIEW
To the surprise of hopefully nobody, attached is a copy of Coastal Commission staff's review of
the last batch and a list of items necessary to complete the application.
Unless directed otherwise, if all materials can be made available to me by May 17, 2004 then I
will transmit to Coastal on either May 17 or 18. I would assume that four copies of all noted
items are necessary. The attached resubmittal was made on April 30,2004.

Re: City of Carlsbad LCP Amendment #1-04 A-F (Vigilucci’s Seafood et al)
This letter is regarding the April 16,2004 submittal of the City of Carlsbad’s first major LCP
amendment package for the 2004 calendar year. The package includes six separate components
involving changes to both the certified LCP land use plan and the implementation plan.
Section 13553 of the California Code of Regulations states “[aln amendment to a certified LCP or
LRDP together with all necessary attachments and exhibits shall be deemed “submitted” after
having been received and found by the executive director of the Commission to be in proper order
and legally adequate to comply with Public Resources Code Section 305 lO(b). Said review shall
be completed within a reasonable time, but unless there are unusual circumstances, no later than
ten (1 0) working days after the date it is received in the Commission offices during nom1
working hours [. . .I”.
Staff has completed its initial review of the LCP amendment package and has identified the
following information that must be submitted in order to for the submittal to be filed complete
and set for Commission hearing.

located between the Pacific Ocean and the first coastal roadway within the City of
Carlsbad;
