SUMMARY OF AMENDMENT PROPOSAL The amendment is to change the maximum allowed height on a site within the Aviara Master Plan for a park community building. The site has underlying zon- ing of "Open Space", but also contains a height limit of 18'. The City's Open Space zone regulations (Chapter 21.33 of the Carlsbad Municipal Code) allows a height of 25' unless a greater height is approved by a conditional use permit (CUP) approved by the Planning Commission. The proposed LCPA would change the height limit on the site to be consistent with the height allowed in other Open Space zones. The proposed community building has a maximum height of 32'3", consistent with gymnasiums and similar buildings at other City parks. The average height of the community building would be 17% feet. Only a portion of the roof over the multi-purpose room of the community building would be 32'3". AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF THE PREVIOUSLY CERTIFIED LCP The proposed LCP amendment involves changing the allowed height for one use in one planning area within the Aviara Master Plan and the Mello I segment of the Local Coastal Program. The property to be developed was designated in the original Aviara Master Plan (approved in 1987) for park development. The pro- posed amendment will have no effect on other sections of the previously certified LCP. 4. ZONING MEASURES THAT WILL IMPLEMENT THE LCPA The proposed LCPA involves amending the maximum height allowed within a single planning area in the Aviara Master Plan, which serves as partial imple- mentation for the Mello I Segment. The amendment is, therefore, a zoning measure that provides for implementation. 5. AFFECT ON PUBLIC ACCESS The Zone 19 Park site is located at the northern terminus of Ambrosia Lane within the Aviara Master Plan (several miles from the Pacific Ocean). Therefore no shoreline access provisions apply and there will be no affect on public ac- cess. 6. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE IM- PACTS ON COASTAL RESOURCES The project site is a planning area within the Aviara Master Plan designated by the Master Plan to be developed with a park use. The proposed LCPA would al- low the maximum height of the community building to be 32'3" (consistent with other similar park buildings throughout the City). This change in building height would not result in any change in potentially significant adverse cumulative im- pacts on coastal resources and will not impact access to the coastline. The amendment applies only to this planning area and only to this park use. There- fore, the proposed LCPA will have no significant adverse cumulative impacts on coastal resources. 8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY PAR- TICIPATION The Local Coastal Program Amendment was duly noticed for a minor amend- ment pursuant to Section 30514(d)(l)(A)(i) of the Coastal Act (minor amend- ments), and no comments were received. The proposed amendment was also reviewed through duly noticed public hearings before the Planning Commission and City Council.
