HomeMy WebLinkAboutLCPA 02-05; Smith Property Land Use Change; Local Coastal Program Amendment (LCPA)PUBLIC NOTICE TO INTERESTED PARTIES: Please be advised that the City of Carlsbad is considering an amendment to its Local Coastal Program (LCP) as summarized below. This amendment is being proposed by the City of Carlsbad and is currently under review. This notice hereby opens a six-week review period after which the Planning Commission and City Council will consider all comments and act on the proposed amendment. The Planning Commission hearing is expected to take place in August 2002, and will be duly noticed. The City Council hearing is expected to take place in September 2002, and will be duly noticed. Copies of the LCP amendment are available for review at the following locations: (1) Carlsbad Planning Department, 1635 Faraday Avenue; (2) City Clerk’s Office, 1200 Carlsbad Village Drive; (3) Carlsbad Main Library, 1775 Dove Lane; (4) Georgina Cole Library, 1250 Carlsbad Village Drive; and (5) the California Coastal Commission, 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108-4402 PROPOSED LCP AMENDMENT SUMMARY LCPA 02-05 - SMITH PROPERTY LAND USE CHANGE The City’s Zoning Ordinance is the implementing ordinance for the City’s Local Coastal Program. Accordingly, this Local Coastal Program Amendment is necessary to ensure consistency between its proposed amended Zoning Ordinance and its Local Coastal Program. This specific Zone Code Amendment is as follows: The Carlsbad City Council has directed City staff to process and make recommendations for an appropriate residential land use designation on the Smith property located on the southeast comer of Interstate 5 and Poinsettia Lane. The current General Plan land use designation is NC (Neighborhood Commercial), the current Zone designation is C-1-Q (Neighborhood Commercial in a Qualified Development Overlay Zone). The site is also located within the Mello I Segment of the Carlsbad LCP with a land use designation of General Commercial. Pursuant to City Council direction, staff is processing a General Plan Amendment (GPA 02-02), Zone Change (ZC 02-03) and Local Coastal Program Amendment (LCPA 02-05) to change the current neighborhood commercial land use and zoning designations to the following residential designation: Land Use - RM - Medium Density (4 - 8 ddac) Zone - RDM-Q (Residential Density-Multiple Zone with a Qualified Development Overlay) If you have any questions, please contact Jennifer Coon in the Planning Department at (760) 602-4637.
