HomeMy WebLinkAboutLCPA 02-08; Senior Housing Ordinance Amendment; Local Coastal Program Amendment (LCPA)-. - City of Carlsbad PUBLIC NOTICE TO INTERESTED PARTIES: Please be advised that the City of Carlsbad is considering an amendment to its Local Coastal Program (LCP) as summarized below. This amendment is being proposed by the City of Carlsbad and is currently under review. This notice hereby opens a six-week review period after which the Planning Commission and City Council will consider all comments and act on the proposed amendment. The Planning Commission and City Council hearings will be duly noticed. Copies of the LCP amendment are available for review at the following locations: (1) Carlsbad Planning Department, 1635 Faraday Avenue; (2) City Clerk’s Office, 1200 Carlsbad Village Drive; (3) Carlsbad Main Library, 1775 Dove Lane; (4) Georgina Cole Library, 1250 Carlsbad Village Drive; and (5) the California Coastal Commission, 7575 Metropolitan Drive, Suite 103, San Diego, CA 92108-4402 PROPOSED LCP AMENDMENT SUMMARY LCPA 02-08 - SENIOR HOUSING ORDINANCE AMENDMENT The City’s Zoning Ordinance is the implementing ordinance for the City’s Local Coastal Program. Accordingly, this Local Coastal Program Amendment is necessary to ensure consistency between the proposed amended Zoning Ordinance and the Local Coastal Program. The proposed Zoning Ordinance Amendment is as follows: The State requirements for senior citizen housing were amended pursuant to SB No. 201 1. In order to reflect the revisions in State law, the City is proposing an amendment to the senior citizen housing regulations located in Zoning Ordinance Section 2 1.18.045. In addition, the senior citizen housing regulations are proposed to be relocated from Zoning Ordinance Section 21.18.045 to a new chapter in the Zoning Ordinance, which will be dedicated solely to senior citizen housing development regulations. Also, various sections of the Zoning Ordinance will be amended to reference the new chapter number. Chapter 21.45 (Planned Developments) of the Zoning Ordinance is also proposed to be amended to clarify which planned development standards are applicable to senior citizen housing. The parking requirements for senior citizen housing are also proposed to be amended to require 1 resident parking space for every unit (currently 1 space for every 2 units), and 1 visitor parlung space for every 5 units (currently 1 space total).
