The Zoning Ordinance is the implementing ordinance for the Carlsbad Local Coastal Program (LCP), therefore, a LCP amendment is necessary. The proposed amendment to the Zoning Ordinance will effect the development of housing for senior citizens in all segments of the LCP. However, no portion of any previously certified LCP segment land use plan is being amended. ZONING MEASURES THAT WILL IMPLEMENT THE LCPA The proposed LCP amendment is an amendment to the implementing ordinance (Zoning 0rdinance)of the LCP. The amendment to the Zoning Ordinance consists of the following: A. Amend the regulations for housing for senior citizens to be consistent with State & Federal law B. Relocate said regulations to a new chapter in the Zoning Ordinance, and amend various sections of the Zoning Ordinance to reference the new chapter number. C. Amend the Planned Developments regulations to specify what regulations are or are not applicable to senior citizen housing. D. Increase the parking requirement for senior citizen housing. E. Amend other various housing for senior citizens regulations for clarification and consistency. The amended regulations relating to housing for senior citizens will be zoning measures to implement the development of housing for senior citizens within the Coastal Zone. 1 Exhi bit “D” AFFECT ON PUBLIC ACCESS The project does not apply to any one specific site. The project consists of an amendment to regulations relating to housing for senior citizens, which applies to properties citywide, including the Coastal Zone. The proposed amended regulations will not affect any regulation or development standard that would result in an impact on public access to coastal resources. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE IMPACTS ON COASTAL RESOURCES The project consists of an amendment to regulations relating to housing for senior citizens contained in the City of Carlsbad Zoning Ordinance.. An environmental impact assessment was conducted for the proposed amendment, which determined that the amendment will not result in any adverse cumulative impact to the environment. The proposed amended regulations apply to the future development of housing for senior citizen housing on a citywide basis, and will not result in any potentially significant adverse cumulative impacts on coastal resources and will not impact access to the coastline. A one-eighth page ad was placed in two newspapers for all public notices in lieu of mailing the notices to all property owners/occupants. Because this project applies to properties citywide, which would result in a mailing list of over 1000 property owners, a one-eighth page ad may be placed in two newspapers in lieu of a mailed notice (pursuant to Section 21.54.060( l)(c) of the Zoning Ordinance).
