HomeMy WebLinkAboutLCPA 02-10; Carlsbad Habitat Management Plan; Local Coastal Program Amendment (LCPA) (4)March 3,2003 Keri Akers California Coastal Commission 7575 Metropolitan Drive, Suite 103 San Diego, CA 92108-4402 RE: CARLSBAD HABITAT MANAGEMENT PLAN - LCP AMENDMENT 1-03B AND FEDERAL CONSISTENCY CERTIFICATION Dear Keri: Thank you for your letter of February 25, 2003, requesting that the City agree to a one- month extension of your processing time for the City’s LCP Amendment and Federal Consistency Certification. Although the City would clearly prefer to have these items heard no later than May, we respect the fact that public participation would be better served by having the hearing closer to San Diego County. We also appreciate your commitment to provide a draft staff report for the City’s review one-month prior to the hearing. Regarding the Golf Course, we had previously agreed that the hearing on the Golf Course appeal could follow the other items by one month. If the Consistency Review and the LCP Amendment are now to be heard in June, it would no longer be reasonable for the Golf Course appeal to trail the other items. As you know, the July meeting is in Petaluma, which would greatly inconvenience any San Diego area citizens wishing to attend that hearing. The Golf Course is of significant local and regional interest and should not be given any lesser consideration. Furthermore, your letter does not guarantee a date for the Golf Course hearing, and instead states that it would be scheduled “following effective certification of the LCP amendment, at the soonest possible hearing”. It is not clear to the City exactly when this would occur. We hope you can understand our concern with the possibility of having the Golf Course appeal lag for some time after the other items are approved, because in fact they are all part of one package negotiated between our agencies over the past 2% years. As you stated in your letter, splitting up items that are part of a single package entails the risk of inconsistency between Commission actions taken on different dates. Therefore, we are willing to consider granting a one-month extension subject to the following conditions: 1. That the Consistency Review, LCP Amendment, and Golf Course appeal are all 3. If you can provide us with a written response indicating that these conditions are acceptable to you, the City will provide a letter agreeing to the extension.
