HomeMy WebLinkAboutLCPA 02-10; Carlsbad Habitat Management Plan; Local Coastal Program Amendment (LCPA) (5)April 7, 2003 Sherilyn Sarb, District Manager California Coastal Commission 7575 Metropolitan Drive, Suite 103 San Diego, CA 92108-4402 RE: CARLSBAD LCP AMENDMENT 1-03B (HABITAT MANAGEMENT PLAN) FEDERAL CONSISTENCY REVIEW DEADLINE - EXTENSION REQUEST Thank you for your letter of April 4, 2003, clarifying the processing for the City’s Golf Course appeal. As stated in your letter, we understand that the substantial issue aspect of the Golf Course appeal will be agendized for the June Coastal Commission meeting. We understand that the actual hearing on the appeal would occur at the July Coastal Commission meeting if there are only minor suggested modifications to the HMP and the City takes timely action to accept the modifications. If the suggested modifications to the HMP are more substantial or if the City takes a longer period of time to accept the modifications, the appeal hearing would not occur until the meeting at which LCPA 1-036 is effectively certified. Based on these understandings, the City agrees to a one-month extension of the deadline for the Federal Consistency Review for the HMP. We are, of course, anticipating a staff recommendation of approval for LCPA 1-03B, and we look forward to seeing the draft staff report by May 15. You are no doubt aware that the SANDAG Board took action on March 28, 2003, to certify the EIWEIS for the North County Multiple Habitat Conservation Plan, of which the HMP is an integral part. However, implementation of the MHCP’s plan for a 20,000-acre preserve system in North County is dependant on the individual cities receiving approval for their Subarea Plans. With Coastal Commission approval of the HMP, the MHCP can truly become a reality both inside and outside the Coastal Zone.
