Description The City of Carlsbad is proposing an amendment to its certified Local Coastal Program (LCP) to
incorporate the Habitat Management Plan (HMP) and to make other revisions to the LCP necessary for
consistency with the conservation provisions of the updated Habitat Management. The file number is
LCPA 02~10. In order to ensure consistency between the HMP and the LCP, the HMP is also being
amended. The HMP revisions are titled "Second Addendum to the Carlsbad Habitat Management Plan
Based on Comments from the California Coastal Commission and including Miscellaneous Revisions"
dated December 16,2002.
