RE: LOCAL COASTAL PROGRAM AMENDMENT FOR HABITAT MANAGEMENT PLAN
Dear Keri:
The City of Carlsbad is pleased to submit the Local Coastal Program Amendment for the
Habitat Management Plan, and related documents. Included are all of the documents
necessary for you to process both the Local Coastal Program Amendment and the pending
appeal of the Golf Course project. The following is a list of the documents that have been

The above packet has also been sent to James Raives so that he can conduct his Consistency
Review analysis concurrent with your processing of the LCPA, within the required 90 day
period. We understand that the golf course appeal will trail the other items by one month.
On behalf of the City of Carlsbad, I would like to express our appreciation for your personal
involvement in this LCP Amendment. Approval of the HMP is important to Carlsbad and the
entire region. We are available to answer any questions you may have, and we look forward to
ultimate approval by the Coastal Commission.
