RE: Carlsbad LCP Amendment No. 1 -03B (Habitat Management Plan)
Federal Consistency Review Deadline - Extension Request
Dear Mr. Holzmiller,
As stated in previous correspondence, Commission staff have committed to providing the City
with a draft staff report regarding the above-described LCP amendment no later than May 13,
2003, and to have both the LCP amendment and the associated federal consistency review on the
agenda for the June 2003 Commission meeting in Long Beach. Our letter of March 12,2003,
explained the reasons why staff cannot commit that the City golf course appeal would be
finalized at the same meeting. However, we can confirm that, at minimum, the substantial issue
report for the golf course appeal will be included on the June meeting agenda. Additionally, as
previously stated, Commission staff will schedule the de novo hearing on the golf course appeal
for either the Commission’s July 2003 meeting or the meeting at which the LCP amendment is
effectively certified, whichever occurs later.
City staff have indicated in recent telephone conversations that these commitments should be
sufficient to obtain the City’s agreement for extension of the federal consistency review deadline
to June 13,2003. It should be noted, these provisions address only agendizing the matters; the
Coastal Commission retains full discretion on the merits of the proposals and whether action is
taken. As previously requested, please notify us in writing if the City agrees to an extension of
