SUBJECT: GPA/LU 86-8/LCPA 86-1 CITY OF CARLSBAD - AREA "MM" -
ECKE PROPERTY SOUTH OF PALOMAR AIRPORT ROAD
This item was continued from the previous Planning Commission
meeting because some of the Commissioners expressed concerns due
to difficulty in locating this site. Since that time, staff has
taken the Commissioners to the site to show the approximate
boundaries at the (OS) Open Space and (PI) Planned Industrial
areas.
As mentioned in the previous reports submitted to the Planning
Commission, the intent of the General Plan and Local Coastal Plan
amendments in this area are to protect valuable coastal
resources. In this case, they consist of steep slopes, an
existing stream course and riparian vegetation. At this time,
the Commission will only be approving General Plan amendments and
Local Coastal Plan amendments to show the approximate boundaries
of the open space areas. The exact boundaries of these areas
will be determined when the Commission reviews detailed
development plans for these areas.
In conclusion, staff recommends that the Planning Commission
approve the recommended General Plan Amendments and Local Coastal
Plan Amendments for this area as shown on Exhibit "MM", dated
July 14, 1986. This item will be presented to the City Council
in conjunction with the other General Plan amendments, zone
changes, and Local Coastal Plan amendments that the Cornmission
voted on at the July 30, and August 13, 1986 hearings.
