HomeMy WebLinkAboutLCPA 89-01; City of Carlsbad Offshore Oil; Local Coastal Program Amendment (LCPA) (15)PUBLIC NOTICE TO INTERESTED PARTIES: Please be advised that the City of Carlsbad is considering a major amendment to all six segments of its Local Coastal Program (LCP) as summarized below. This notice hereby opens a six-week review period after which the City Council will consider all comments and act on the proposed amendments. The City Council LCP Amendment hearing is expected to take place in mid July, 1989 and will be duly noticed. Copies of the proposed LCP Amendments are available for review at the foll owing locations: Main Library City Hall 1200 Elm Avenue Carl sbad City Clerk City Hall 1200 Elm Avenue Carl sbad La Costa Branch Library Developmental Services Counter 7750 "M" El Camino Real 2075 Las Palmas Drive Carl sbad Carlsbad, CA 92009 PROPOSED LCP AMENDMENT SUMMARY All six segments of Carlsbad's LCP are being proposed for major amendment. The amendment would prohibit on-shore oil and gas facilities including, but not limited to, processing plants, refineries, storage facilities, transfer stations, pipe1 ines, warehouses, offices, tanker terminals, he1 icopter pads and the 1 i ke, except upon findings by the Council that all of the following are true: (a) Approval of the proposed project and facilities will pose no danger to life and property to residents of the neighborhood, community or City; (b) approval of the proposed project will not pose a potential threat of damage or injuries to nearby residents; (c) the benefits of the proposed project clearly outweigh the possible adverse environmental effects; (d) there are no feasible alternatives to the proposed project; 2075 Las Palmas Drive - Carlsbad, California 92009-4859 - (619) 438-1 161 L c (e) the location and approval of the on-shore facilities at the part i cul ar 1 ocati on clearly outweigh any potent i a1 harm to pub1 i c health, safety, peace, morals, comfort, and general welfare of persons residing or working in the neighborhood or community and will not be detrimental or injurious to property in the neighborhood, community or to the general welfare of the City; and (f) the proposed project is permitted within the underlying zone.
