Carlsbad November 30, 1995 Bill Ponder San Diego Coast District California Coastal Commission Suite 200 3111 Camino del Rio North San Diego CA 92108-1725 SUBJECT LOCAL COASTAL PROGRAM AMENDMENT SEASONS RESORT) #3-95 (AVIARA FOUR Dear Bill: Thanks for the November 29, 1995 letter clarifying the Coastal Commission staffs position on the processing of the various Aviara LCPAs. Since I was unaware of the precise outcome of the meetings held between Coastal Commission staff and representatives from Aviara regarding processing of the requested actions, my request in the November 28, 1995 letter to you was not quite clear. As we discussed on the phone this morning, it is hereby requested that the portions of Carlsbad LCPA #3-95 concerning the Phase II trail and Planning Area trail realignments be deferred to a later hearing date and not considered with the Four Seasons Resort portion of the LCPA on the upcoming December hearings. Also as we discussed, the deferred portions of Carlsbad LCPA #3-95 would not count as the City’s first application of the 1996 calendar year, rather they would be a hold over from the 1995 applications (similar to the current application concerning Shoreline Preservation Strategies). Please contact me as soon as possible if my depiction of the processing scenario is incorrect. With regard to the shared parking arrangements, the main reaion for the proposed inclusion of the golf course parking lots is the proposed revision to the hotel parking garage. While the number of hotel rooms is shrinking, so to are the number of parking spaces (albeit at a lessened proportion). Since the number of spaces has diminished, there is now a potential that, at buildout of all meeting space within the hotel, there will be a need for some golf course parking lot use during weekday and Saturday early evenings. Even with the shared use of the golf course parking lots, there will be an excess of 20 to 30 spaces, considering full use of the golf course facilities and meeting spaces in the hotel.
