Coastal Commission Hearing - December 14, 1995 Dear Mr. Williams: The City of Carlsbad and Aviara Land Associates are applicants for modifications to the Aviara Master Plan LCP Implementing Ordinances scheduled to be heard by the Commission on Thursday, December 14, 1995. These modifications affect the specific design standards of several of the neighborhoods within the Aviara Master Planned Community, and will be heard by the Commission on December 14, 1995. The first part of the LCP amendment involves modifications to the Four Seasons Resort plan, which is the subject of this letter. The second part, relates to other modifications within the Aviara commhty, all of which are relatively uncomplicated and self- explanatory. As you are probably aware, the Four Seasons Resort - Aviara was approved by the Commission in 1990 and construction began in August, 1990. After completing one- third of the hotel structure, construction was abruptly halted in April, 1991 due to the failure of further financing guarantees. Since that time, a search for a financing source for completion of the resort complex has ensued. Finally, after four and one half years, new financing has been confirmed and will be set in motion with the approval of the revised Coastal LCP Amendment and permit. During the construction hiatus, it was determined that some modifications to the approved plans for the Resort area must be made. Based upon your approval of these modifications, the new financing will allow construction to commence during the first quarter of 1996. It is the combination of changes to the Resort land plan, and this financing opportunity, that will allow construction of the project to resume to its completion, which is expected in the first quarter of 1997. The subject LCPA and accompanying coastal development permit modifications, are relatively minor in nature. They have been reviewed extensively by the City of Carlsbad, and were approved unanimously by the Carlsbad Planning Commission and City Council. Coastal Commission Staff is recommending approval of the Amendments. - In an effort to assist in your understanding of the Resort amendments, I am including with this letter a brief informational booklet, which gives a general description of the nature of the City of Carlsbad and Four Seasons Resort - Aviara amendment proposal.
