HomeMy WebLinkAboutLCPA 90-03A; Four Seasons Aviara Resort; Local Coastal Program Amendment (LCPA) (7)AVIARA November 7, 1995 Ms. Deborah Lee Assistant District Director California Coastal Commission 3111 Camino del KO North, #200 San Diego, CA 92108-1725 RE: LCPA 90-05(A) Aviara Resort Dear Deborah: A copy of your letter of October 25, 1995 addressed to Mike Grim, City Planner for the City of Carlsbad, has been received. In your letter several questions were posed to Mr. Grim regarding the Resort phasing and public access to the various resort recreational uses. We have also received a copy of Mr. Grim's response to your letter. Recognizing our role as the developer of the project, Bill Ponder has invited us to also respond to the items identified in your letter to offer a more thorough explanation of our intent. It is our intention to re-start construction of the hotel as soon as the amended Coastal permit is received (anticipated to be January, 1996). We currently have financing commitments for the hotel in place, subject to receiving the Coastal Commission's approval of the revised plans. However, the Resort Club (timeshare) project cannot be financed without the hotel. It is the opinion of the potential investors that the Resort Club portion of the project would be unsuccessful if the hotel were not fully completed and in operation. Our phasing anticipates completion and occupancy of the hotel prior to or concurrent with occupancy of the Resort Club units. Resort Club purchases will be marketed to general public vacationers desiring weekly interval usage. The full sell-out of Resort Club units will result in excess of 12,000 weekly vacation intervals. To the extent that interval weeks for Resort Club units are unoccupied and available, (perhaps not utilized a particular week by their owners, these units would be operated as part of our regular hotel accommodations), also making them available to the general public. With regard to the golf course operation, the requested permit does not involve the golf course. The Aviara golf course was fully reviewed, approved and conditioned by Coastal Cornmission through the 6-87-680 permit. The project has been constructed and 2011 PALOMAR AIRPORT ROAD. The hotel will have specific rights of access for hotel guests with the remainder of tee times available to the general public. Memberships to the Sports Club will be available to the general public. In addition to individual purchased memberships, further public access will always be available to a hotel or Resort Club guest on a daily fee basis.
