Dear Deborah:
Enclosed is the City of Carlsbad's completed application to amend the Carlsbad Ranch
Specific Plan to revise the parcel configuration. The subject property is located north of
Palomar Airport Road, south of Cannon Road, east of Interstate 5 and west of Local
Facilities Management Zones 5 and 8 in the MeUo I1 segment of the Local Coastal Program.
The Planning Director has administratively approved this amendment pursuant to Chapter
Ix of the Carlsbad Ranch Specific Plan. The City did prepare a public notice for the
amendment which was published in local newspapers as well as being sent to all persons
on the interested parties list.

A Local Coastal Plan Amendment to amend the text of the Mello II Local Coastal
Plan to change the parcel configurations shown in the Carlsbad Ranch Specific
Plan in response to City of Carlsbad conditions of approval. The amendments will
allow a vocational school campus permitted by the approved Carlsbad Ranch
Specific Plan to be located entirely on one side of a proposed on site road for safety reasons instead of being split by the roadway and connected by a grade separated structure. The total acreage of property within the Carlsbad Ranch
Specific Plan which will be utilized for urban development and agriculture has not
been changed.

The amendment is shown graphically on the attached exhibits and includes the
following: (1) revising the alignment of the northern end of the main north/south
onsite road allowing two parcels to be on the west side of the road for the
vocational campus, (2) reducing the length and increasing the width of the three
parcels in the central portion of the development area, (3) reducing the acreage
of the development parcel closest to Palomar Airport Road reflecting the change
in area of other development parcels, and (4) increasing or decreasing the area
of several agricultural parcels by less than 10 percent due to the other identified
revisions while not reducing the total acreage of the site reserved for agricultural
uses.
The Planning Director of the City of Carlsbad has administratively approved this
revision as a minor amendment to the Carlsbad Ranch Specific Plan (SP 207) as
permitted by .Chapter IX of the plan.

3. AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF THE
PREVIOUSLY CERTIFIED LCP
The proposed amendment will revise the parcel configuration and northern road
alignment of the main north/south on site roadway. The total site acreage
reserved for agriculture will remain unchanged.
4. ZONING MEASURES THAT WILL IMPLEMENT THE LCPA
The previously approved Carlsbad Ranch Specific Plan and related zone change
will implement the LCPA.
6. ANALYSIS OF POTENTIALLY SIGNIFICANT ADVERSE CUMULATIVE IMPACTS ON
COASTAL RESOURCES
The revised parcel configuration will not create any potentially significant adverse
impacts on coastal resources. The total amount of acreage being reserved for
agriculture is not being reduced nor is the total acreage designated for
development being increased.
8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY
PART1 C I PATlON
The proposed amendment was administratively approved by the Planning Director
as permitted by Chapter IX of the Carlsbad Ranch Specific Plan. The amendment
was made available for a six week public review period as directed by Coastal
Commission staff. That review period started on August 12, 1993, and ended
September 23,1993. An oversized public notice of the amendment was published
in the Blade Citizen and the Carlsbad Sun. No written comments were received
regarding the proposed Local Coastal Plan Amendment.
Public Notice of the amendment was mailed to interested parties shown on the
enclosed list.

Please be advised that the Planning Director of the City of Carlsbad has administratively approved a minor amendment to The Carlsbad Ranch Specific Plan (SP 207) as summarized below. Chapter
IX of the Specific Plan grants the Planning Director the authority to administratively approve minor
amendments consistent with the criteria contained in the Specific Plan. The property subject to the
Carlsbad Ranch Specific Plan is located within the Mello I1 Segment of the City of Carlsbad Local
Coastal Program (LCP). This notice hereby opens a six-week review period after which the California Coastal Commission will consider all comments and act on the proposed amendment.
The California Coastal Commission LCP Amendment hearing is expected to take place in October,
1993 and will be dulynoticed.

Amendments to the parcel configurations shown in the Carlsbad Ranch Specific Plan are in response to City of Carlsbad conditions of approval. The amendments will allow a vocational school campus
permitted by the approved Carlsbad Ranch Spedc Plan to be located entirely on one side of a
proposed onsite road for safety reasons instead of being split by the roadway and connected by a
grade separated structure. The total acreage of property within the Carlsbad Ranch Specific Plan
which will be utilized for urban development and that which will be used for agriculture has not
been changed.

and (4) increasing or decreasing the area of several agricultural parcels by less than 10 percent due
to the other identified revisions while not reducing the total acreage of the site reserved for
agricultural uses.
