Enclosed is the City of Carlsbad's completed application to amend the Land Use Map and
text of the MeUo 11 Local Coastal Program. The subject property is located north of Palomar Airport Road, south of Cannon Road, east of Interstate 5 and west of Local
Facilities Management Zones 5 and 8. The application is for the Carlsbad Ranch Specific
Plan project for which the Carlsbad City Council has granted numerous discretionary
approvals.
The support documentation specified on the application checklist is enclosed. Should you
need additional information or have any questions concerning the application, please

SUMMARY OF AMENDMENT PROPOSAL
A Local Coastal Plan Amendment to amend the text of the Mello II Local Coastal
Plan to: (1) change references from Master Plan to Specific Plan; (2) expand the
uses permitted in the agricultural presetve to allow for public recreation facilities
on 24.5 acres; (3) amend the Mello II Coastal Plan to include the Ci’s latest
building height regulations for the Carlsbad Ranch; (4) update acreage figures
referenced in various policies; (5) designate 24.5 acres as open space to
accommodate a public golf driving range, putting green and ancillary uses: (6) add
new language to condition the specific plan to preserve in agriculture and/or public
recreation uses the areas of the site not currently proposed to be developed for
as long as feasible.

An amendment to the land use map is also proposed which will redesignate
approximately 1 13 acres from Non-Residential Reserve (NRR) to Open Space
(OS), Professional Office/Planned Industrial (O/PI), Community
Commercial/Professional Office/Planned Industrial (C/O/PI), Travel Services
Commercial/Community Commercial (TS/C), and Community Commercial (C) .
Also proposed are a Specific Plan and a Zone Change from L-C-Q (Limited
Control, Qualified Development Overlay Zone) to O/P-M (OfFice/Planned Industrial),
C-2/O/P-M (General Commercial/Office/Planned Industrial), C-T/C-2 (Commercial-
TourisVGeneral Commercial), C-2 (General Commercial), C-T (Commercial-Tourist).
Also proposed is a Zone Change from E-A (Exclusive Agricultural) to 0-S (Open
Space). All zones except OS would additionally have a Q (Qualified Development
Overlay) which necessitates the subsequent approval of a site development plan
for any proposed development.

3. AMENDMENTS RELATIONSHIP TO AND EFFECT ON OTHER SECTIONS OF
THE PREVIOUSLY CERTIFIED LCP
The proposed amendment will revise Policy 2-2 of the Melto II LCP as described
in the summary of the amendment proposal. In addition, an amendment to the
land use map, a zone change, and approval of a specific plan which will serve as
the zoning for the property are proposed. The proposed development areas are
consistent with the Local Coastal Program with the exception of the 24.5 acre area
proposed to be designated and zoned as Open Space to permit public recreational uses in addition to agricultural uses as is allowed by state law
(Sections 51201 (d) and (n)) of the California Government Code). The Coastal
Commission deed restriction currently in place must be amended in order for
public recreational uses to be allowed on the 24.5 acres as proposed. The
proposed amendment includes revising Policy 2-2 to preserve in public
recreational uses and/or agricultural uses for as long as is feasible those areas of
the Carlsbad Ranch not proposed for development at this time. Item 8.7. of Policy
2-2 clarifies that a maximum of 24.5 acres of the agricultural preserve can be
devoted to public recreational uses. A copy of Policy 2-2 indicating the proposed
amendment is attached. Please also refer to the sections of the Planning
Department Staff Report dated January 6,1993, addressing the Local Coastal Plan
Amendment and the Agricultural Preserve Land Conservation Contract
Amendment.
The land use designations proposed comply with all applicable policies of the Mello II Segment of the Local Coastal Plan with the revisions to Policy 2-2. The
associated project applications comply with the Coastal Plan as designed with the
addition of the conditions of approval which have been imposed by the City.
4. ZONING MEASURE S THAT WILL IMPLEMENT THE LCPA
A Specific Plan and a Zone Change were approved by the Planning Commission
and City Council which provide a means of implementing the LCPA. The Specific
Plan consists of both a text and diagrams which specify the following in detail: (1)
distribution and location of land uses; (2) infrastructure; (3) development
standards; (4) implementation measures including financing measures; and (5) a
statement of the relationship of the specific plan to the General Plan.
The proposed zone change will change the zoning from Limited Control, Qualiied
Development Overlay Zone (L-C-Q) and Exclusive Agricultural (E-A) (on 24.5
acres) to the zones listed in the following table:

This will retain consistency between the Local Coastal Program, General Plan, and
the Zoning Ordinance. The Qualified Development Overlay Zone retained as part
of the zoning for the site requires the approval of a site development plan for the
property. This provides the City with a discretionary review process to ensure compliance with all applicable requirements.
The Specific Plan relies on the most recent City Building Height Regulations.
AFFECT ON PUBLIC ACCESS
The Specific Plan includes a circulation plan containing proposed pedestrian paths
(refer to Figure 16 and 21). The pedestrian paths proposed provide access
through the agricultural area, ocean views along the ridge, and connect to planned
future citywide trails.
ANALYSIS OF POTENTIALLY SIGN I FlCANT ADVERSE CUMULATIVE IMPACTS
ON COAS TAL RESOURCES
The proposed LCPA is for an area permitted to be developed pursuant to the LCP
with the exception of 24.5 acres proposed for public recreational use in the
agricultural area for which a LCPA is being requested. The removal of the 24.5
acre parcel from agricultural production will not significantly reduce the acreage
remaining in agriculture. The use of the parcel for recreational activity complies
with the LCP policies regarding public access and recreational uses.
8. SUMMARY OF MEASURES TO ENSURE BOTH PUBLIC AND AGENCY
PARTICIPATION
The proposed amendments were requested by the Carltas Company, the
applicant for the Carlsbad Ranch Specific Plan project. The amendments were
made available for a six week public review period. That review period started on
July 2, 1992, and ended August 13, 1992. An oversized public notice of the
proposed amendment was published in the Blade Citizen and the Carlsbad
Journal. No comments were received regarding the proposed Local Coastal Plan
Amendment. Comments were received regarding other approvals being
requested on the proposed site and have been enclosed.
Public Notice of the amendment was mailed to interested parties shown on the
enclosed list. A Program Environmental Impact Report (EIR) was prepared for
development on the Carlsbad Ranch and a Negative Declaration was prepared for
the proposed Zone Change and Tentative Map on the west side of Paseo Del
Norte north of Palomar Airport Road and Pea Soup Andersen’s. At the close of
the review period, no comments were received on the Negative Declaration. A
letter from the State Clearinghouse indicating that no comments were received is
enclosed. Comments were received on the Program (EIR). Comments received
and the responses to comments are contained in the Final Program EIR for the
Carlsbad Ranch.
The proposal was heard by the Planning Commission and recommended for
approval on January 6,1993. The City Council public hearing was held on March
9, 1993. The City Council on that date approved the amendments and directed
the City Attorney to prepare the necessary revisions to the resolutions approving
the project. On March 16, 1993, the documents were adopted.
