Wetland Conservation Open Space for the Carlsbad Ranch Project Subject :
Pursuant to a request from the Resources Agency, the Department of Fish and Game
(DFG) has reviewed the new Master Tentative Map (CT 94-09) for Carlsbad Ranch for
conformance with conditions for a Dedicated Open Space Easement within Lot 17 in a previously
approved tentative map (CT 92-7). Our assessment of this issue consisted of reviewing the
previous and current “blue line” maps that address the dedicated open space area, portions of a
1995 biological technical report for Carlsbad Ranch that described this area, language regarding
mitigation and buffers for wetland areas (new policy #3-7) in the specific plan for the project area,
special conditions in Coastal Development Permit Number 6-93-34, and a brief site visit on March
8, 1996. Presuming that the special conditions of CDP #6-93-34 are adhered to by the project
developer, the grading proposed in the new tentative map provides sufficient assurance that the
dedicated open space will remain intact without requiring additional mitigation.
Three of the requirements of special condition 10 in CDP #6-93-34 appear not to have
been enacted (development of an enhancement plan and removal of exotic species, assurance in
the revised grading plan of a long-term water source, and periodic maintenance of the site). It is
our understanding that these conditions will become part of the revised specific plan and carried
out upon approval of the project. The new grading plan illustrates that the NPDES basin to the
west could provide a source of water to the open space; how this will be assured needs to be
described. The new tentative map proposes a 140 foot landscape buffer along Palomar Airport
Road which, combined with the absence of any proposed hardscape by the project within 100 feet
of the open space, appears to satisfy the buffer zone requirement per the current specific
pladcertified Mello I1 Land Use Plan. A native landscape buffer that contains no invasive, exotic
species is preferred.
This memorandum confirms the DFG assessment that the proposed Carlsbad Rzinch
development, with the caveats in paragraph two, would conform with open space dedication that
