Dear Deborah:
Enclosed is a copy of the proposed Development Agreement between the City of
Carlsbad and Leg0 Park Planning, Inc. which will be considered by the City in
conjunction with the other actions related to the Carlsbad Ranch project. The Agreement
applies only to the LEGOLAND portion of the project and none of the other uses or
portions of Carlsbad Ranch are parties to or are covered by the Agreement.
The Development Agreement is being submitted for your review and comment as to
consistency with the City’s Local Coastal Program. The Development Agreement will be
considered by the Planning Commission on December 6, 1995. The staff report and
resolutions must be finalized by Monday, November 27, 1995. Therefore, any comments
you have would be appreciated prior to that time.
I have also enclosed a preliminary draft of a portion of the staff report on the Carlsbad
Ranch project dealing with the Development Agreement. This may assist your staff in
reviewing the agreement.
