Dear Deborah:
Enclosed for your information and review is the most recent copy of the Carlsbad Ranch Specific
Plan Amendment which includes LEGOLAND. Also encfosed is the Zone 13 Facilities Plan and
the engineering exhibits indicating proposed grading and public improvements as well as a
Master Tentative Map for the entire property. This information should be of assistance in
responding to the Notice of Preparation for the Environmental Impact Report (EIR) to be prepared
for the project. The City has created a distribution list for both documents and will be sending
you revised pages for the Specific Plan and Zone Plan texts as they are further refined.
Any comments you can provide on the project at this time would greatly assist us in processing
the applications. The city has requested that all persons commenting on the application provide
written comments by March 14, 1994. This is being done in an attempt to finalize the project
description for purposes of starting work on the EIR. We would also like to address any issues
the Coastal Commission staff may have on the project before the City takes an action to avoid
having to process amendments.
