SUBJECT LCP AMENDMENT TO THE MELLO II LCP - CITY OF CARLSBAD
Dear Bill:
The City of Carlsbad is currently processing a General Plan Amendment (GPA 92-09),
Zone Change (ZC 92-01) and Local Coastal Program Amendment (LCPA 92-02) for the
area shown on the attached location map. The proposal involves zoning and General Plan designation changes in response to a City Council directed land use study to
address neighborhood compatibility issues. As shown on Exhibit "A", the existing zoning
is a non-compatible mix of single family with multi-family zoning. The proposed R-2
zoning and corresponding General Plan designations are consistent with each other and
regulate product type while allowing more single family-like development standards.
Potential land uses or residential densities are not being intensified or increased by this
proposal.
The land use study made a significant effort in soliciting and assessing property owner
input. The proposal reflects a collective desire to maintain compatibility while not
completely downzoning the study area to R-1. The property owners have had
opportunities for individual consultations and a final group meeting on August 20,1992.
No significant opposition to the proposed designations has been shown.
As you requested, the attached exhibits are provided for your review in determining this
to be a minor vs. major LCP amendment. The City is prepared to go to Planning
Commission with this project and looks forward to your response regarding the required
LCP Amendment.
