Project Description: A general plan amendment to add a policy to the Land Use Element to allow the
City to grant density increases above the maximum permitted residential
densities, consistent with the Growth Management Program, to enable the
development of affordable housing for lower-income households.
This is to advise that the city of Carlsbad has approved the above described project on April 13,1993 and
has made the following determinations regarding the above described project.

Project Description: Addition of language to the tdnd Use Element to authorize, via a Site
Development Plan Permit, the granting of density increases to any site subject to residential
land use designation, for the purpose of creating housing affordable to, and restricted for,
lower income households.
Findings of Exemption (attach as necessary):
I. The City of Carlsbad Planning Department has completed an hviromental tnitid
Study for the above referenced property, including evaluation of the proposed
project's potential for adverse environmental impacts on fish and wildlife teso~es.
2. Based on the completed Environmental tnitid Study, the City of Carlsbad Planning
Department finds there is no evidence before the City of Wlsbad that the pmposd
will have potential for an advetse effect otl ad life resolirtes or the habitat upon
which the wildlife depends.
3. The city of Carlsbad has on the basis of substantial evidence, tebiitted the
presmption of adverse effect contaihed in AB 3158 Chiptet 1706 Sectiotl7~3.~(d).
Certification:
I hereby certify that the lead agency has made the above findings of fact and that
based on the initial study and hearifig record the project will not individually or
cumulatively have an adverse effect on wildlife resources, as defined in Section 711.2 of
the Fish and Game Code.
