The California Coastal Commission has received a request by the City of Carlsbad to review and certify an amendment to its Local Coastal Program (LCP) Land Use Plan and Implementation Plan. the LCP amendment reauest bv the Coastal Commission has been scheduled at the
time and location stated below. Any persons wishing to attend the hearing and present testimony are so invited.

11. HEARING PROCEDURES
At the time of the public hearing, for each part of the City’s amendment request, staff will first make a brief oral presentation to the Commission. Immediately following the presentation of the staff, a representative or
representatives from the City of Carl sbad may address the Commission regarding
the local coastal program amendment. Upon conclusion of the City’s presentation , i nterested members of the pub1 i c and agencies wi 11 have an
opportunity to address the Commission and comment on the request. The
Commission will then close the public hearing and, since there are preliminary
recommendations and findings prepared for the Commission, the Commi ssion mav
take final action on the local coastal oroaram submittal at this time. Each part !F and H) of the Citv’s amendnient reauest will be heard ifidividually and

I I I. BACKGROUND
The Carl sbad Local Coastal Program consists of six geographi c segments.
Pursuant to Sections 30170(f) and 30171 of the Public Resources Code, the Coastal Commission prepared and approved two portions of the LCP, the Mello I
and I1 segments in 1980 and 1981, respectively. found several provisions of the Mello I and I1 segments unacceptable and declined to adopt the LCP implementing ordinances for the LCP. 1985, the Commission approved major amendments, related to steep slope
protection and agricultural preservation, to the Mello I and I1 segments, which resolved the major differences between the City and the Coastal Commission. working toward certification of all segments of its local coastal program.

The subject amendment request includes two parts which will be heard and acted
on separately. They are as follows:
CARLSBAD LCP AMENDMENT 1-96F - GREEN VALLEY MASTER PLAN
The subject amendment request involves the certified East Batiquitos Lagoon/ Hunt Properties segment of the City of Carlsbad's LCP. The request involves
two components: The first component is a text revision to the certified land
use plan which requires the master plan to be consistent with the General Plan
adopted in September 1994, rather than the one in existence in March of 1988.
The second component of the amendment is to adopt the Green Valley Master Plan as the implementing ordinance for the 282 acre Green Valley portion of the LUP
segment. The Master Plan establishes land uses; delineates approximate
acreages for devel opment areas ; del i neates speci fi c design cri teri a; out1 1 nes phasing and establishes development standards for each of the planning areas.
CARLSBAD LCP AMENDMENT 1-96H - BIOLOGICAL HABITAT PRESERVE
The subject amendment request amends the implementing ordinance for all six
land use plan segments of the certified LCP (Mello I, Mello 11, Agua Hedionda, the Village Redevelopment Area, East Batiquitos Lagoon and West Batiquitos Lagoon) to define biological habitat preserves and require a conditional use permit for the establishment of a biological habitat preserve to ensure consistency with the City's General Plan, Growth Management Plan and LCP.
