You should have recently received a Local Coastal Program Amendment application from the City of Carlsbad. Both applications relate to the proposed project for the property which is identified in the documents as the "Reduced Project Alternative". The following comments are provided to assist in your review of this application package. 1. The proof of Carlsbad Partners Ltd interest in the property is a recent property tax bill. 2. The local government approvals are documented by copies of the Planning Commission and City Council resolutions. Mr. Bill Ponder California Coastal Commission February 8, 1996 Page 2 of 2 3. In addition to the list of property owners, a list is provided of interested parties. This list was compiled by the applicant and the City of Carlsbad from people who provided their names at the City's public hearings and the applicant's community forums. The list of property owners represents the 600-foot radius surrounding the property. This is the noticing requirement of the City of Carlsbad. Although this is greater than the 100-foot distance (not including roads) required by the Coastal Commission we recommend using this larger area for noticing. We believe it would be best if people who have received notices on past actions regarding the project continue to receive notices of the pending Coastal Development Permit. 4. The Final Environmental Impact Report, containing the comments and response to comments, has been included in the separate Local Coastal Program Amendment application. 5. Although the property includes a bluff area no development is proposed in the vicinity of the bluff. It is part of a large open space area. Geotechnical reports are referenced but not included. 6. The filing fee of $40,000.00 is included which is the total applicable fee for the residential and commercial portions of the project.
