The California Coastal Commission has received a request by the City of Carlsbad to review and certify an amendment to its Local Coastal Program (LCP) Implementation Plan. Coastal Commission has been scheduled at the time and iocation stated below. Any persons wishing to attend the hearing and present testimony are so invited. HEARING PROCESS At the time of the public hearing, staff will make a brief oral presentation to the Commission. representative or representatives from the City of Carlsbad may address the Commission regarding the local coastal program amendment. the City's presentation, interested members of the public and agencies will have an opportunity to address the Commission and comment on the request. The Commission will then close the public hearing and, since there are preliminary recommendations and findings prepared for the CommSssion, the Cornmission may take final act ion on the local coastal Drogram submittal at this time. Immediately following the presentation of the staff, a Upon conclusion of I I I. BACKGROUND The Carlsbad Local Coastal Program consists of six geographic segments. Pursuant to Sections 30170(f) and 30171 of the Public Resources Code, the Coastal Commission prepared and approved two portions of the LCP, the Mello I and I1 segments in 1980 and 1981, respectively. found several provisions of the Mello I and I1 segments unacceptable and declined to adopt the LCP implementing ordinances for the LCP. In October, 1985, the Commission approved major amendments related to steep slope protection and agricultural preservation to the Mello I and I1 segments, which resolved the major differences between the City and the Coastal Commission. The City then adopted the Mello I and I1 segments and began working toward However, the City of Carlsbad I Carlsbad LCPA #2-95 PUBLIC HEARING NOTICE Page 2 certification of all segments of its local coastal program. Since the 1985 action, the Commission has approved many major amendments to the City of Carl s bad LCP . The Commission certified the land use plan portion of the Agua Hedionda segment in 1982. West Batiqui tos Lagoon/Sammis Properties segment and the East Batiqui tos LagoonIHunt Properti es segment. LCP was certified in 1985. certified in 1988. LCP was effectively certified and the Redevelopment Agency began issuing coastal development permi ts for that segment only. The subject amendment request amends the certified Carl sbad LCP Imp1 ementation Plan to incorporate a chapter on development agreements within the six segments and revises the Carlsbad Ranch Specific Plan, an implementation plan document regarding approximately 423 acres on the north side of Palomar Airport Road and east of Paseo Del Norte associated with the Mello I1 segment, to real i gn the f 1 ower f i el ds trai 1 /pedes tri an promenade and amend corresponding standards and exhibits.
