SUBJECT: CITY OF CARLSBAD LOCAL COASTAL PROGRAM AMENDMENT W1-95
The City of Carlsbad requests that both components of LCPA R1-95 be withdrawn. As discussed
in your letter to the City, dated April 25,1995, we agree that the two proposed revisions (Zoning
ordinance amendments) adking second dwelling units and senior citizen housing need
companion land use plan changes to Carlsbad’s six LCP segments in order to find conformity
between the zcming amendments and the certified land usc plans. We also agree that the
proposed development agreement amendment should be submitted as part of an LCPA for the
entire Chapter 21.70 (Development Agreements) of the Carlslmd Zoning Ordinance.
