The amendment modified the Land Use Plan (LUP) text of all six segments of the Carlsbad LCP TFEllo I, Me1 lo-11; Agua-HecoXda, -Village* Redevelopment, East Batiquitos Lagoon and West Batiqui tos Lagoon) by incorporating language addressing senior citizen housing, second dwelling units, density increases and inclusionary housing. In addition, portions of the Implementing Ordinances (zoning code) were revi sed to incorporate new resi denti a1 standards addressi ng the needs of senior citizens and low and moderate income persons. a1 low for density bonuses, relaxation of existing development standards and fi nanci a1 incentives to encourage the construction of affordabl e housing. However, before the LCP amendment can be deemed certi fi ed, the Executive Director must determine that implementation of the approved amendments will be consistent with the Commission's certification order. This is necessary because the amendment was certi fi ed wi th suggested modi fi cations . -7 -_ - <_-- -----T- The modifications would In order for the Executive Director to make this determination, the local government must formally acknowledge receipt of the Commission's resolution of certification, including any terms or suggested modifications; accept and agree to those terms and modifications; take any formal action which is required to satisfy them, such as adoption of revised ordinances incorporating the suggested language modifications; and agree to issue coastal development permits consistent with the amendments, as certified. Policy 1 (B) - Affordable Housing, of LCPA 95-01 , shall be revised to read as follows and shall be incorporated into the six certified land use plan ' segments: In order to enable the development of a variety of housing types (i .e., lower income dwell i ng units, second dwell i ng units and senior citizen housing), which provide housing opportunities for lower income and senior citizen households, the City will implement an inclusionary housing mandate, which all residential development will be subject to, and offer a variety of economic incentives to the development community (i .e., density bonuses consistent with State Government Code Sections 65915 and 65915.5 and development standards modifications). The inclusionary housing mandate requires that a minimum of 15% of all units approved in any residential master plan, specific plan, or residential project shall- be made affordable to lower income households. In those residential developments which are required to include 10 or more units affordable to lower income households, at least 10% of the lower income units should have 3 or more bedrooms. An in-lieu fee may meet the requirement to construct lower income housing for residential developments of fewer than 7 units.
