PUBLIC NOTICE
TO INTERESTED PARTIES:
Please be advised that the City of Carlsbad is considering text amendments to the Local Coastal Program
which will take the form of three zone code amendments as summarized below. This amendment is being proposed
by the City of Carlsbad and is presently under review. This notice hereby opens a six week review period after which
the Planning Commission and City Council will consider all comments and act on the proposed amendment. The
Planning Commission is expected to take place in May 1995 and will be duly noticed. The City Council Hearing is
expected to take place in June 1995 and will be duly noticed.
Copies of the proposed LCP amendment are available for review at the Planning Department, 2075 Las
Palmas Drive, Carlsbad, CA 92009.
PROPOSED LCP AMENDMENT SUMMARY
ZONE CODE AMENDMENTS - LCPA 95-01 - AFFORDABLE HOUSING II
The City's Zoning Ordinance is the implementing ordinance for the Ci's Local Coastal Program. While the
City has already approved the Zone Code Amendments, which are the topic of this Local Coastal Program
Amendment (LCPA), this LCPA is necessary to ensure consistency between the City's Zoning Ordinance and it's Local
Coastal Program. The specific amendments proposed include the following:
1. INCLUSIONARY HOUSING ORDINANCE - On May 21, 1993, the Ci adopted an lnclusionary Housing
Ordinance (ZCA 91 -06) which establishes requirements for the reservation and affordability of housing units
for lower-income households in residential developments. The Ordinance establishes the following mandates:
a. Not less than 15% of all residential units within any master plan, specific plan, or residential
subdivision shall be set aside for occupancy by and be affordable to lower-income households;
b. For those developments which are required to provide 10 or more units affordable to lower-income
households, at least ten percent of the lower-income units shall have three or more bedrooms.
2. DENSITY BONUS ORDINANCE - On May 21 , 1993, the City adopted a Density Bonus Ordinance (ZCA 91 -05)
to establish requirements (pursuant to California Government Code Section 65915) for the reservation and
affordability of housing units for lower-income, or moderate-income or Senior Citizens in exchange for the City
granting a minimum 25% density bonus and at least one additional incentive to a developer under a Citywide
Density Bonus Program.
3. AFFORDABLE HOUSING SITE DEVELOPMENT PIAN PROCEDURES - On July 21,1992, the City adopted
an amendment to it's Zoning Ordinance (ZCA 92-02) to: 1) require all affordable housing projects to be
processed through a Site Development Plan application (Sections 21.06.09 and 21 S3.120 of the Carlsbad
Municipal Code); and 2) to amend the development standards provisions of these code sections to enable
the City to allow less restrictive development standards for affordable housing projects.
