HomeMy WebLinkAboutLCPA 95-09; Ocean Bluff; Local Coastal Program Amendment (LCPA) (3)/- May 13, 1996 California Coastal Commission Mr. Bill Ponder 31 11 Camino del Rio North, Suite 200 San Diego, CA 92108 POlNSEmA LANE ALIGNMENT This letter is a follow-up to our telephone conversation regarding the Ocean Bluff project, which is currently being reviewed by your office for consideration of a Coastal Development permit. More specifically, you had questions regarding the Poinsettia Lane road alignment from its existing terminus at Alga Road and easterly, where it will front a portion of the Ocean Bluff project, and whether this road alignment could be directed in a more northeasterly direction from the Alga Road intersection. Please note that this alignment of Poinsettia Lane was adopted following the approval by the Coastal Commission of the Local Coastal Plan Amendments for Phases 2 and 3 of the Aviara development. Phase 2 of Aviara established the location of the existing Alga Road/Poinsettia Lane intersection. Phase 3 of Aviara established the alignment of a segment of Poinsettia Lane located further east. The Alga Road intersection and the western end of the Phase 3 segment will connect this stretch of Poinsettia Lane provided by the Ocean Bluff project. Additionally, Poinsettia Lane is designated as a Major Arterial, with the purpose of providing public road access for adjacent properties to connect to freeways and high volume regional roads. In order to handle the traffic volumes and speeds associated with this type of road, its design must meet several engineering criteria, including road curve radii of no less than 1400'. The adopted alignment for this stretch of Poinsettia Lane contains two curves, both of which have the minimum 1400' curve radius. Taking the above factors into account, it will be difficult at this time to consider any modifications to the Poinsettia Lane alignment. The two ends of the road, which were previously approved by both the City and Coastal Commission, are fixed, and attempts to move the road in a more northeasterly direction would require a reduction in road curve radii, resulting in a substandard arterial unable to handle the anticipated traffic volume and design speeds. For your reference, enclosed is an aerial plan showing the adopted Poinsettia Lane road alignment.
